Council Minutes of 5/16/2000
AUDIENCE PARTICIPATION
Dennis Lambert, 25057 Carey Lane:
• Card-carrying union member for 31 years, but not a member of the construction
trades. Commends wholeheartedly Councilman O'Grady on efforts to pass the
legislation with support from the Mayor. It is a team effort crossing all party lines to
support Ordinance 99-54. He thinks the legislation could be "tightened up"--has
given recommendations to Councilman Kasler. When he sat on council (Fairview
Park), he watched the Ohio Basic Building Code go by the wayside. Many cities had
much stronger building requirements for public and private sector construction.
Because of the OBBC and various court actions that required the cities to downgrade
their building requirements, many cities have more inferior buildings than ever. This
is serious and expensive to the cities. By doing what he has done, Councilman
O'Grady has, if nothing more, set a good agenda for the rest of the communities to
follow when they do construction projects in the private sector by requiring the city to
set an example by building quality projects in the public sector. Projects will last and
be more durable by using quality construction labor rather than someone who just
happens to need a job in this area. He would like to see the ordinance amended to
bring the project value down to $250,000.
President Saringer:
• Noted the legislation was sponsored by Mayor Musial, Councilmen O'Grady, Kasler
and McKay. As President of Council, she encouraged and urged the passage of the
legislation more than a year ago. If her name could have been on it, it would have
been but she is not allowed to sponsor legislation.
Councilman O'Grady:
• Thanked Mr. Lambert for the comments, but wanted to clear up a slight
misperception. It wasn't the Mayor jumping on board with him, the two of them
were heading in the same direction at the same time and they decided to join together
and work together. The Mayor has not been a follower but a leader.
Margaret McKay 5197, Columbia Road:
• Her husband has lived here for 33 years, and has served the community, his church
and all people with concern and love. You do the best with what is available to make
it a good place to live. Then along comes a group that advertises in the newspapers
and sends out city-wide mailings with untruths about City Council persons, who are
all decent people. Untruth accusations have stirred up the community. Her husband
of 47 years has never taken a penny from anyone. She personally resents the
untruthful accusations made by this group and wishes she had their names, phone
numbers and addresses so she could respond to them.
Ron Tallon, 27548 Lauren Lane:
• Has been a member of Local 38 for 38 years and a member of the community for 25
years. Thanks to the administration and City Council members for taking the time to
look into this type of agreement which is a new way of doing business in the new
millennium. It ensures the highest quality of work for the least cost and most
6
