Council Minutes of 3/21/2000 <br />2) This morning, he attended the fifth annual All Nations New Citizen Naturalization <br />,, Program at North Olmsted High School. Thirty-eight new citizens were sworn in by <br />Judge Nugent. The program seems to be getting better and better every year, and it was <br />very impressive and very meaningful. <br />Law Director Gareau: 1) Since the last Council meeting, a brief has been filed in <br />opposition to the appeal to the Court of Appeals on the Olmsted Township annexation. <br />Also, a motion for reconsideration was filed. As Council will recall, the Common Pleas <br />Court turned down the motion for a stay and Olmsted Township immediately filed an <br />appeal. North Olmsted was given a period of time to file a brief in opposition to that. <br />We also filed a motion to reconsider the issue of a stay pending that appeal. <br />2) In the Moran case, he has been pretty active in that case lately, dealing both with the <br />insurance company and appointed counsel. Finally, we have gotten discovery moving <br />although the discovery period was extended to mid-April. We have depositions that are <br />set for numerous witnesses that were designated by the plaintiff. <br />3) With respect to the Chamber of Commerce case, we received a motion for interim <br />fees and have today filed a request fora 60-day extension to respond. Consistent with <br />that, is Ordinance 2000-30 asking this Council to hire a special counsel to assist in <br />pursuing the fee litigation. We also are asking leave to file a motion for summary <br />judgment regarding one aspect of that case which is a retaliation claim. That is scheduled <br />to be tried on April 10. Also, at the meeting last Tuesday, members of the Chamber of <br />Commerce were there with a couple of experts. At that time, he indicated that he planned <br />to consult with an expert of our own with whom we have previously consulted. He has <br />forwarded to this expert various paperwork that is necessary for him to get up to speed so <br />that, when we receive recommendations from the Chamber of Commerce next week, <br />those will be shared with him and we will be ready for a meeting to discuss the various <br />aspects, whether we amend the ordinance or we go forward with the way it is right now. <br />Finance Director Copfer: 1) The EMS billing service that we are currently using is going <br />out of that line of business. Along with Fire Chief Ed Bak and Safety Director Tom <br />Jenkins, she will meet with potential billing services. We can allow the previous billing <br />company to continue to work the existing receivables. Also, we are looking at improving <br />the billing process and optimizing the collection of the billed revenues in a timely <br />manner. We will focus on those things and, of course, fees. <br />2) On Thursday, March 16, the last police and fire pension report in the revised format <br />was mailed. She spoke with the pension funds member supervisor this week who said <br />that the reports were now compliant with their requirements and he felt that our format <br />was excellent. This huge data base creation took approximately three and a half months. <br />This was truly a team effort of Finance, Data Processing, Police and Fire departments. A <br />special acknowledgement goes to Gary Hannum, Amy Cornish, Mary Kay Lilly, Kevin <br />Whalen and Lee Gerber. Also thanks to those people who covered more than their jobs <br />while enabling the team to focus on the task at hand, specifically, in the Finance <br />Department, Danielle Smith who performed two jobs for six weeks and did it without a <br />complaint. <br />2 <br /> <br />
