Council Minutes of 3/21/2000 <br />~.. <br />;. <br />President Saringer reported that the following legislation would be passed on suspension <br />of the rules: Resolutions 2000-19, 2000-28 and Ordinances 2000-29 and 2000-30. <br />Mrs. Kasler, chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on Monday, March 13. Present were <br />President Saringer, Councilmen McKay, Limpert, Nashar, Gareau, Miller and Kasler, the <br />Mayor and guests. Agenda items were as follows: <br />• Resolution 2000-25, a resolution urging the North Olmsted school board to take <br />action necessary to seek an adjustment of the North Olmsted School District's <br />boundaries so as to include within the district that portion of the Cinnamon Woods <br />development recently annexed to the City of North Olmsted but still located within <br />the boundaries of Olmsted Falls School District. Members of the school board and <br />school system representatives were invited to attend. However, they were unable to <br />make this meeting. It was represented by the administration, however, that there were <br />some concerns on the part of the school board with regard to this resolution. Several <br />members of Council urged that the resolution go forward while there were some <br />members who wished to hear the input of the school board prior to moving forward <br />with the ordinance. The committee, however, recommended approval with the <br />stipulation that a conversation with the school board be shared with Council. To that <br />end, she contacted superintendent Fenton's office but has not had an opportunity to <br />speak with him as yet. She is scheduling a Legislative Committee meeting for April 3 <br />at 7 o'clock to re-discuss this prior to going on third reading. Prior to that, she will <br />have had a conversation with Mr. Fenton. In addition, Mr. Fenton also submitted <br />some suggestions through the Mayor to her this evening that she has not yet <br />reviewed. She will discuss those with him and bring that to the committee and to <br />Council prior to moving forward. <br />~ Ordinance 2000-24. Several concerns were expressed in discussing this ordinance <br />regarding some of the details and some of the wording in the ordinance. It was <br />suggested that some amendments be made with the agreement of the sponsor, and it <br />was returned to the sponsor of the ordinance for further review. By unanimous vote it <br />was held in committee until the amendments are finalized. <br />Mr. Gareau asked that Mrs. Kasler consider discussing Ordinance 2000-24 at the <br />Legislative Committee meeting on Apri13. Mrs. Kasler agreed. <br />Mr. O'Grady said that he wholeheartedly supported Mrs. Kasler's idea of bringing <br />Resolution 2000-25 back into committee. He thinks it is an important message to get <br />across that Council is supportive of the school board as they work to try to properly <br />district people who live in the City of North Olmsted within the city school district. It is <br />a very good thing and it's something that we need to accomplish. However, he wants to <br />make sure that, as we do that, we should insure that we have a tone that says we are <br />supportive of the board not a tone that says we are telling the board what to do. As we <br />look at that again in committee, we can make sure we're going in the right direction. <br />3 <br />i <br />
