Council Minutes of 3/21/2000
President Saringer noted that she had some concerns about the garage sale ordinance,
specifically, with times and the fee for a permit. She does not believe there has been an
abuse of garage sales and cautioned about passing a piece of legislation that will be
difficult to enforce. Mr. Gareau said the legislation will be discussed at the BZD
Committee meeting. He is working on some amendments and is aware that there are
parts of the legislation that need to be changed. One of the objectives of the legislation is
not necessarily to correct an abuse but to also put our Safety Department on notice for
traffic issues.
Mr. O'Grady, chairperson of the Public Safety, Health & Welfare Committee: 1) Just to
make Council aware, there is a liquor license transfer that has been forwarded to the city.
There were some questions with regard to what precisely they were requesting, a transfer
or a new license. That has been sent back to the state for clarification. As soon as it is
returned to us, he will bring it forward to Council in a committee meeting.
2) He would like to echo the comments of the Mayor with regard to the All Nations
ceremony today at North Olmsted High School. It was a spectacular event, and it's
important for people, young and older, to take a look and see the pride and the sense of
satisfaction of people that come from another land that have attained something that
they've worked so hard for over so many months or maybe years. And that's citizenship
in the United States of America. After the program, he, Mayor Musial and Councilman
Limpert spoke to a senior government class. The students were very sharp individuals,
and it makes you proud to be a member of the City of North Olmsted with those fine
young people we have at the schools.
Mr. Limpert, chairperson of the Recreation, Public Parks and Buildings Committee: 1)
The Rec Commission met on March 20. (In an effort to improve attendance, the
meetings have been moved from the second Monday of the month to the third Monday of
the month.)
• The major portion of the meeting was a presentation from Middleburg Hts. via
computer for a virtual tour of their new recreation center. Their center is very lovely,
and is state-of--the-art. It is quite a bit different from ours in the fact that it has anon-
special interest orientation. In other words, in the pool area there is a large play area
with indoor slides and only three lanes for laps. They have no ice skating rink. They
have no indoor tennis. They do have an indoor gymnasium with two full-sized
basketball courts. At one time, they considered having racquetball but do not have
that. They do have an exercise room. They have a large community room that can be
rented out and also a small community room. The large room can be subdivided into
three different units, each unit would go for $25 an hour. They have no food service
of their own there.
• Our center has instituted a new Irish step dancing program which seems to be going
over very well with the first class.
• Revenue for the year so far for January and February is up over last year.
Mr. Gareau, chairperson of the Streets & Drainage Committee: 1) The Streets &
Drainage Committee met on Tuesday, March 14. Present were committee members
Gareau, McKay and Kasler; Council members Nashar and Limpert; Safety Director
4
