Council Minutes of 3/21/2000 <br />North Olmsted entitled Home and Garage Sales for the purpose of regulating garage <br />sales and other similar sales in a residential neighborhood and declaring an <br />emergency. It has been brought to our attention that in some residential areas <br />residents have had an excessive amount of garage sales, which causes an increase in <br />traffic safety and a disturbance of the neighbors that live in that area. Due to the fact <br />that this ordinance is being held in committee for further review by the Law <br />Department, it will be addressed at the next BZD meeting on April 11. <br />• Chi-Chi's Mexican Restaurant located at 26410 Great Northern Shopping Center, <br />request to repaint the building. The new colors will be more of beige cream, which is <br />a Sherwin Williams color code SW2338. This proposal was heard by the Planning <br />Commission and also the Architectural Review Board, which approved Chi Chi's <br />request. After reviewing the color chart, the BZD Committee unanimously <br />recommended approval of Chi-Chi's Restaurant. Mr. Nashar moved that Council <br />approve the proposal by Chi-Chi's Restaurant. The motion was seconded by Mr. <br />Gareau and unanimously approved. <br />• Ordinance 2000-12, which creates a new Chapter 1163 of the Zoning Code for the <br />City of North Olmsted entitled Signs. At the March 8 City Council meeting, Council <br />as a whole adopted nine amendments to the sign code and deleted the sunshine <br />clause. But during this particular BZD meeting, the committee, after several hours of <br />discussion, recommended holding Ordinance 2000-12 in committee for further review <br />by the Law Department and the legal representatives from the Chamber of <br />Commerce. The Chamber agreed to submit their recommended changes to the Law <br />Department by March 29. Then the BZD Committee will meet once again on April 6 <br />to discuss Ordinance 2000-12. <br />Mr. McKay, chairperson of the Finance Committee: 1) The Finance Committee met on <br />Monday, March 13. In attendance were committee members Limpert and McKay; <br />Council members Kasler, Gareau, Nashar, Miller and Council President Saringer; Mayor <br />Musial. Items discussed were: <br />• Resolution 2000-19 which authorizes the Service Director to advertise for bids to <br />upgrade the HVAC system at the Police Station. <br />• Resolution 2000-20 which permits the Service Director to advertise for bids to <br />remove sludge waste from the WWTP. Due to the lack of information, the committee <br />adjourned until Wednesday, March 15. <br />2) The Finance Committee reconvened on Wednesday, March 15. In attendance were <br />committee members Limpert, O'Grady, McKay; Council members Gareau, Kasler, <br />Nashar; Mayor Musial; Safety Director Jenkins; Service Director Bohlmann; Finance <br />Director Copfer; Data Processing Commissioner Gary Hannum. Agenda items were: <br />• Resolution 2000-19. The bid for the HVAC for the Police Department will require <br />the work to be done in the spring or early fall due to conditions inside the building. <br />The engineering has been completed. The new equipment is needed because the <br />current machinery is out of date and parts are not available. The committee <br />recommended approval of Resolution 2000-19. <br />6 <br /> <br />
