Council Minutes of 3/21/2000 <br />5) The Finance Committee met on Monday, March 20. Present were committee members <br />~, McKay, Limpert, O'Grady; Council members Gareau, Miller, Nashar; Council President <br />Saringer; Finance Director Copfer; Service Director Bohlmann; Fleet Manager Demaline; <br />Mayor Musial; Safety Director Jenkins; Police Chief George Ruple and Fire Chief Ed <br />Bak. Items discussed were: <br />• Mr. Bohlmann presented Council with the copies of equipment purchase line items <br />318, 349, 350, 356 and 982, and also a copy of the line item of 294 with an <br />explanation of the items and costs. Fleet Manager Demaline explained the costs of <br />replacing a new lift and new door in the garage. The committee then approved the <br />appropriation for the Division of Engineering, Division of General Services. <br />• Division of Fire. Corrections were made on page 22, line 868 to increase equipment <br />from $20,000 to $48,400; line 869 vehicles was increased from zero to $22,000 <br />(appropriation line item for the assistant chiefs vehicle). The line EMS squad <br />increased from $165,000 to $177,000. The Fire appropriations were approved. <br />• The Police Fund was approved as printed and emergency dispatch division was <br />approved as printed and will be reviewed in the future. <br />• Council's appropriation was adjusted to include apart-time student to assist the Clerk <br />of Council and recodification was changed from $4,500 to $5,500 to cover the cost <br />of recodification which is expected to be as much as it was last year. Council will <br />be researching the cost of a fax machine for the Clerk of Council. <br />6) Hopefully, the appropriations will be completed on Monday, March 27. Discussed at <br />that time will be the Building Department, the Rec Department and Springvale. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane, spoke about the garage sale ordinance which he <br />does not completely agree with. He said that in Fairview Park, a resident only needs to <br />call City Hall to register a garage sale--there is no application and no fee. Another part of <br />the ordinance he does not like is the inclusion of not being able to sell a car with a sign in <br />the window. Mr. Lambert felt the number of days and the number of sales during the <br />year could be regulated. <br />LEGISLATION <br />Ordinance No. 99-106 introduced by Mr. Miller was given its third reading. An <br />ordinance creating new Section 1139.12 of the North Olmsted Zoning Code regulating <br />the location of free-standing industrialized units on commercial property, as twice <br />amended. Mr. Miller moved for adoption; second by Mr. Gareau; motion passed <br />unanimously. Ordinance No. 99-106 adopted. <br /> <br />8 <br /> <br />
