Council Minutes of 3/8/2000 <br />remember, Dennis Lambert was the chair of the 1995 Charter Review Commission. This <br />~.e <br />*~, year, Tom Dubowski was selected as chair, Ann Shook was selected as vice-chair and <br />Jacgi Templeton as the secretary. The committee does have an agenda of items to <br />consider, but they would like to have input from Council as to other issues that should be <br />considered. They are going to look into possibly the change of election of the President of <br />Council from a popular vote of the city residents to a vote by the Ward Council members <br />and Council-at-Large members to select one of their own as Council President. The <br />committee will also consider looking at the method of selecting the Finance and Law <br />Directors from being elected positions to being appointed by the Mayor. One other item <br />that they may consider is the aspect of non-partisan elections in North Olmsted. If <br />anyone has an issue to suggest, please contact Tom Dubowski. <br />2) Regarding Census 2000, the names and telephone numbers of the individuals <br />occupying residences in North Olmsted have been passed out to the approximately 70 <br />volunteers. The volunteers are in the process now of contacting these residents to urge <br />them to fill out the census questionnaire. <br />3) The appropriations legislation that was submitted today is a rather tight piece of <br />budgeting. The carry-over at the end of 12/31/2000 is roughly $61,000. Reluctantly, he <br />has not included any financing or funding for the leadership academy. Some of the <br />surrounding cities, Westlake and Bay Village, have picked up on his mini-leadership <br />concept and will probably follow through on it. If they have any extra spots available, he <br />will try to enroll some of our employees in that particular academy. The contribution to <br />the Recreation Department has been increased from $85,000 last year to $140,000.. <br />4) On the Community Improvement Corporation, a meeting was held on February 22 to <br />reactivate the Community Improvement Corporation and elect new members. The new <br />members that were selected are himself, Finance Director Carne Copfer, Administration <br />Assistant Mary Creadon. He was selected as the chairperson and the statutory agent. <br />Carrie Copfer was selected as treasurer and Mary Creadon was selected as the secretary. <br />The committee informed Mrs. Copfer that, as the treasurer of the CIC, she must prepare <br />the financial reports as required by the State of Ohio for filing so as not to have our <br />Charter revoked. That was done. Another meeting of the CIC will be held shortly to <br />appoint and admit additional new members to replace those members that have resigned <br />or left office or employment of the city. <br />5) The Mayors and City Managers Association has instituted a new initiative which he <br />thinks is really great. They are trying to have meetings once every six months with alI of <br />the managers and mayors in Cuyahoga County with the idea of providing a conduit to <br />provide information to them as to what is going on within the realm of the County <br />Commissioners. A meeting was held last month. At that meeting, County Commissioner <br />Jimmy Dimora made a very significant announcement for those communities that have a <br />van service, which North Olmsted has. The county is offering a free van having a value <br />of about $30,000 and which is handicapped accessible without any strings being attached <br />to the van. Everyone was surprised, but Mr. Dimora said they wanted to show the cities <br />that they were interested in helping them because, as they help us, we help them.
