Council Minutes of 3/8/2000 <br />Mrs. Kasler asked the Mayor if the meeting schedule of the Charter Review Commission <br />9~,,~ was published. Mayor Musial said it was not published yet, but anyone who is interested <br />in attending can call Tom Dubowski at 716-9419. <br />Mr. Nashar said he wanted to congratulate the staff of Springvale on a job well done for <br />the St. Richard's parish Fat Tuesday party which was held at Springvale. The <br />management, the staff and the food were excellent. <br />President Saringer made the following committee assignments: Ordinance 2000-18 to <br />the Streets & Drainage Committee; Resolution 2000-19 and 2000-20 to the Finance <br />Committee; Ordinance 2000-23 to the BZD Committee; Ordinance 2000-24 and <br />Resolution 2000-25 to the Legislative Committee; Ordinance 2000-27 to the Finance <br />Committee. <br />Mr. O'Grady moved to amend Rule 13 of the Rules of Council. The motion was <br />seconded by Mr. Limpert. Mr. O'Grady noted that the proposed amendment had been <br />supplied in writing to all members of Council, and a committee meeting was held where <br />the amendment was recommended for approval. Mr. O'Grady read the proposed <br />amendment to Rule 13 of the Rules of Council: <br />"Thirteen. Standing Committees. Not later than the second regularly scheduled meeting <br />of Council for each year following a municipal election and preferably prior to the first <br />regularly scheduled meeting in those years or upon the need to reorganize Council due to <br />a vacancy, a meeting of Council of the Whole shall occur to determine chairpersons and <br />members of Council's eight standing committees for the next two year period or for the <br />remainder of that two year period if required due to a vacancy. Each committee shall <br />consist of three members of whom the first named shall be chairperson. No Council <br />member shall hold a committee chairmanship for more than four consecutive years. <br />a. Chairperson. Each member of Council shall select one committee chairmanship based <br />upon order of seniority with the most senior member selecting first and followed by the <br />rest of Council in order. Once all members have selected a chairmanship, the <br />chairmanship of the eighth committee of Council shall be awarded to the most senior <br />member who desires it. In the event that more than one elected member has the same <br />date of seniority, seniority among those members shall be awarded to the member who <br />has earned the most votes in the general election. In the event that more than one <br />appointed member has the same date of seniority, seniority among those members shall <br />be determined by the toss of a coin. <br />b. Members. Following the selection of all chairmanships, the chairperson of each <br />committee shall entertain requests for membership on their committee. A majority vote <br />of all members of Council will be used to determine committee membership from among <br />those members who have requested consideration. Per the city's Charter, Council shall <br />ensure that any member of a minority party shall be a member of one committee selected <br />by their party.
