Council Minutes of 3/8/2000 <br />Olmsted entitled "Signs" as amended. Last week, a special meeting of the North Olmsted <br />~~~ Planning Commission was held. At that meeting, various amendments were discussed <br />~, <br />concerning the Ordinance 2000-12. The suggested amendments which were made by the <br />Planning Commission were incorporated into the ordinance, which is on for second <br />reading tonight. Those amendments are as follows: <br />• Section 1163.10 entitled "Non-conforming Signs" subsection (a) was amended to <br /> read as follows: "(a) No non-conforming sign or part thereof shall be altered, <br /> modified, or changed in any manner whatsoever in any process of reconstruction, <br /> repair, or restoration, when the cost of said reconstruction, repair, or restoration is <br /> more than 50% of the sign's replacement cost, unless the entire sign shall be brought <br /> into compliance with all of the provisions of this Chapter, and all other applicable city <br /> laws." <br />• Section 1163.10 entitled "Non-conforming Signs" subsection (b) reads as follows: <br /> "(b) Every non-conforming sign located upon a property which undergoes a change <br /> of occupancy shall be brought into compliance with all of the provisions of this <br /> Chapter, and all other applicable city laws <br />• Section 1163.19 entitled "Illuminated Signs" subsections (b) and (c) were stricken <br /> and (a) reads as follows: "(a) glare into or upon any residential property or into the <br /> right-of-way. " <br />• Section 1163.26 "Ground Signs" subsection (b-5) to read as follows: "(5) If the <br /> vertical dimension of a ground sign is greater than the horizontal dimension, the sign <br /> shall not exceed eight (8) feet in height, measured from the street upon which the sign <br /> faces, or the ground level where the sign is affixed, whichever is higher." <br />• Section 1163.26 entitled "Ground Signs" subsection (6) was stricken in its entirety. <br />• Section 1163.27 entitled "Wall Signs" subsection (a) to read as follows: "(a) 'wall <br /> sign' as regulated by this ordinance, shall mean all signs which are attached to the <br /> exterior front, rear, or side wall of any building or other structure, or are painted <br /> directly on the wall or other part of the structure." <br />• Section 1163.27 "Wall Signs", entitled "Wall Signs" subsection (2) to read as follows: <br /> "(2) No wall sign shall extend more than fourteen (14) inches from the surface or <br /> wall to which it is attached. No wall sign shall extend above the top or ends of the <br /> wall to which it is attached. No wall sign shall cover or obscure any wall opening." <br />• Section 1163.26 entitled "Ground Signs" subsection (3) to read as follows: "(3) No <br /> ground sign may exceed sixty-five (65) square feet in the sign face area." <br />• Section 1163.33 entitled "Signage Great Northern Mall and Plazas North and South" <br /> was stricken in its entirety from the ordinance. <br />• A provision which would read as follows at Section 4 of the ordinance: "That this <br /> ordinance shall take effect and be in force from and after the earliest period allowed <br /> by law but shall no longer be enforced and shall terminate without further action of <br /> this Council on and after the one year anniversary of the date upon which it first takes <br /> effect and is in force." (The Planning Commission recommended that the effective <br /> time period be changed to six months.) The Committee-of--the-Whole unanimously <br /> agreed to incorporate the recommendations and suggestions of the Planning <br /> Commission into the ordinance. A second motion was made to remove the provision <br /> that the ordinance be effective for only six months after passage. After discussion, <br />3 <br />
