Council Minutes of 3/8/2000 <br />that amendment was passed 6 to I, and Section 4 will now read as follows: "That this <br />ordinance shall take effect and be in force from and after the earliest period allowed <br />~~ by law." <br />Mr. Miller, chairperson of the Transportation Committee: 1) On Thursday, February 24, <br />the Transportation Committee met to discuss 2000-15. In attendance were committee <br />members Miller, McKay and Gareau; Councilmen O'Grady and Limpert; Safety Director <br />Jenkins, Service Director Bohlmann. Ordinance 2000-15 is an ordinance amending the <br />Traffic Control File of the City of North Olmsted to provide for the installation of a "No <br />Turn on Red" sign with a supplementary legend "7 a. m. to 8 p.m." at the intersection of <br />Mill Road and Dover Center Road for traffic traveling in an easterly direction on Mill <br />Road and turning south onto Dover Center Road and declaring an emergency as <br />amended. It was explained that the traffic engineer, Larry Griffith, conducted a traffic <br />survey and was in contact with the Police Department. Based on that information, Mr. <br />Griffith recommended that the no turn restriction be from 7 a.m. to 8 p.m. The <br />committee unanimously recommended that 2000-15 be amended to reflect those hours <br />and then passed as amended. <br />2) Immediately following the Transportation meeting, the Finance Committee met jointly <br />with the Transportation Committee to discuss Ordinance 2000-2. The same persons were <br />present. It should be noted that this ordinance was previously discussed in committee <br />with the Mayor and Finance Director present at that time. It was recommended <br />unanimously to be passed pending the addition of Section 2 in the ordinance. With the <br />addition of that language, the committee members again recommended unanimously <br />passage of Ordinance 2000-2. <br />Mrs. Kasler, chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) A meeting of the Legislative and Long-Range Planning <br />Committee was held on February 22. Present were all of Council, Council President <br />Saringer, the Mayor and invited guests. The committee conducted two interviews for <br />recommended appointees to the Landmarks Commission: <br />• Mr. Paul Barker, who is well known to the committee and to the rest of Council, not <br />only by his interest and presence at various public meetings, but also his participation <br />on the Community Block Grants Citizens Advisory Committee and his former <br />participation on the Community Policing Committee. As a resident of North Olmsted <br />for most of his life, his interest in the Landmarks Commission and preserving the <br />history of our city is sincere and vested. The committee unanimously agreed that Mr. <br />Barker would be an asset to the Landmarks Commission. Mrs. Kasler moved that <br />Paul Barker be appointed to the Landmarks Commission. The motion was seconded <br />by Mr. Nashar and unanimously approved. (Mr. Barker, who was in attendance, was <br />congratulated by all.) <br />• Mr. George Corell, aself-motivated historian who has done independent historical <br />research. His interest in history and his research skills will lend themselves favorably <br />to a position on the Landmarks Commission. Mr. Corell is also along-time resident <br />of North Olmsted presently living within the historical district. He has participated <br />~ on the school facilities review committee and looks forward to incorporating the <br />4 <br /> <br />
