Council Minutes 1/18/2000
Mr. Gareau, chairperson of the Streets & Drainage Committee: 1) The committee met on
"~ Tuesday, January 11. Present were committee members Gareau, Kasler and McKay;
Council members Nashar, Miller, Limpert and O'Grady; Mayor Musial, Service Director
Bohlmann and Finance Director Copfer. There were two items on the agenda
• Resolution 2000-3, "A resolution authorizing the Director of Public Service to
advertise for bids for pavement markings of streets at various locations in the City of
North Olmsted as detailed in the specifications on file and authorizing the Mayor to
contract for the same, and declaring an emergency." Service Director Bohlmann
advised that this is an annual ordinance that allows for re-marking the public streets
for white and yellow lines which may have deteriorated over the course of the winter.
It should be noted that the crosswalks and stop bars will be covered on primary and
secondary streets. However, subdivision striping and lesser volume side streets are
covered in-house as has been the past practice. The anticipated cost of the project
will be $80,000. After discussion, the committee unanimously recommended
approval.
• Ordinance 2000-4 which reads, "A resolution authorizing the Director of Public
Service to advertise for bids for construction of catch basin, manhole, sidewalk,
curbing and pavement repairs at various locations in the City of North Olmsted as
detailed in the specifications on file and authorizing the Mayor to contract for the
same and declaring an emergency." Service Director Bohlmann advised that this is
the usual $500,000 slab repair program that the city has been pursuing over the past
several years. City Council is well aware of this program and has found it to be
beneficial to the city as it puts in place a preventative maintenance program in order
to reduce future costs of street repair which, if neglected over time, will be
considerably greater than the cost of doing the slab repair itself. The streets for the
year 2000 are as follows: Sparky Lane, Berkshire Drive, Brendan Lane, Edgepark
Drive, Sanders Lane, Lusandra Circle, Forestwood Pazkway, Marcie Lane, Laurell
Lane, Mary Kay Circle, Marquette Boulevard, Dogwood, Cottonwood, Benwood
Circle, Newton Circle, Blossom Boulevard, Woodpark, Pine Circle, Linwood and
Lisa Lane. It should be noted for those living on those particular streets, that the slab
repair program each year continues until such time as the funding runs out or
inclement weather sets in. There should be no expectation that any individual street
will be completed this year. This is an objective the city has set forward, and we will
continue to do streets until such time as the funding for the year 2000 runs out. After
discussion, the committee unanimously recommended approval.
Mr. Nashar, chairperson of the Building, Zoning and Development Committee: 1) Public
hearings will be held on Wednesday, January 19, at 7 p.m. and 7:30 p.m. for the
legislation regarding wireless telecommunication towers, Ordinance No. 98-130 and
Ordinance No. 98-131.
Mr. McKay, chairperson of the Finance Committee: 1) The committee did not come to a
decision with regard to Ohio HB 477 due to the fact that the bill was passed on January
11, 2000. The bill will now go to the Ohio Senate, and the committee will be looking for
information to determine further action.
