Council Minutes of 11/7J2001 <br />Commissioner said that he would like to see some changes in this ordinance. The <br />committee decided to hold the legislation in committee until Mr. Conway's changes are <br />presented. <br />Councilman McKay, chairperson of the Finance Committee: 1) The committee met on <br />October 25. Presecrt were committee members O'Grady, Limpert and McKay; Council <br />members Nashar, Dailey, Miller, Kasler and Council President 5aringer; Traffic Engineer <br />Griffith and Building Commissioner Conway. The committee met to discuss Ordinance <br />2001-127 which establishes a special fund for fines collected from tbe handicapped <br />parking tickets for the purpose of funding equipmerrt, senior activities and subsidizing the <br />senior hot lunch program. It was decided to hold 2001-127 in committee to obtain more <br />information on the legislation and the proposes legislation of increasing funds for parking <br />violations. <br />Council McKay moved to adjourn into an executive session for the purpose of discussing <br />the property acquisition for the library, proposed litigation for the RTA Park-n-Ride and <br />the case of the U. S. EPA vs. tbe City of North Olmsted. The motion was seconded by <br />Councilman Nashar and passed unanimously. Council adjourned into executive session <br />at 8:20 p.m. <br />Council President Saringer reconvened the meeting at 8:47 p.m. <br />Councilman O'Grady made a motion to amend the agenda to place Ordinance 2001-115 <br />on third reading. The motion was seconded by Councilman Miller and passed <br />unanimously. <br />There was no audience participation. <br />LEG ON <br />Ordinance No. 2001-115 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Project and Construction Services, Inc. (PCS) to provide construction management <br />services for the new North Olmsted Public Library and declaring an emergency. <br />Councilman O'Grady moved for adoption. The motion was seconded by Councilman <br />Miller and passed unanimously. Ordinance No. 2001-115 adopted. <br />Resolution No. 2001-119 introduced by Mayor Musial on behalf of himself and the ernire <br />Council was given its third reading. A resolution authorizing the Mayor to enter into a <br />contract with the Cuyahoga County General Health District for the year 2002, and <br />declaring an emergency.
