Council Minutes of 10/16/2001
,,~,,„ 2) A public hearing was held at 7:15 p,m. on Ordinance 2001-109. This ordinance
r amends Section 1163.02, 1163.10 and 1163.15 of the Zoning Code so as to clarify the
definition of the word "Sign" as used in Chapter 1163, and further to provide for the
removal of abandoned signs, and nonconforming signs the use of which has been
voluntarily discontinued, in a manner which is consistent with the requirements of
Section 713.15 of the Ohio Revised Code. There were no residents in attendance and no
comments from Council.
President Saringer noted that the Community Faith Forum met this evening and heard
two speakers from the Community Development Health Board. It was a very imeresting
session.
Councilman Limpert, chairperson of the Streets & Drainage Committee: 1) The Streets
& Drainage Committee met October 9 to discuss Resolution 2001-120 and a general
discussion on south Claque Road. Present were committee members Limpert, Dailey and
Miller; Council President Saringer; Council members O'Grady, Nashar, McKay and
Kasler; Service Director Bohlmann, City Engineer Deichmann, Traffic Engineer Griffith,
Safety Director Jenkins, Police Captain Wozniak and several residents.
• Resolution 2001-120 is the Issue 2 project. The object of this project is to eliminate
some of the congestion at the Lorain and Claque Road intersection by widening the
intersection. There was very little discussion. Everyone agreed it was necessary. A
motion was made to approve, and the committee passed it unanimously.
• South Claque Road was discussed. There are many problems there including the
need to lower the road to improve drainage. Currently, the road is probably the
highest point in the neighborhood, which serves to flood yards and sidewalks. What
is needed is a project that is going to lower the road to improve the drainage, and
affect the general layout of the road so it will better handle the volume of traffic.
Additionally, there are problems such as a couple of dangerous curves which also
need to be addressed. There had been some talk about trying to do that for an Issue 2
project in the 2001 application, but there is not time to do that. A motion was made
to ask the administration to have the Engineering Department give the matter
considerable study and propose it as a project for Issue 2 money in the 2002 gram
process.
Councilman Dailey, chairperson of the Transportation Committee: 1) The Transportation
Committee met on October 9. In attendance at the beginning were committee members
Dailey and O'Grady; Council members Limpert, McKay, Nashar and Miller; Safety
Director Jenkins, Service Director Bohlmann, City Engineer Deichmann, Traffic
Engineer Cmffith, Officer Wozniak from the Police Department. Also in attendance at
the request of Council was resident Steve Wolf. Members from the community were
present as well. The following items were discussed:
• Ordinance 2001-103. Safety Director Jenkins opened the discussion by mentioning
that the schools, the administration and the North Olmsted Police Department will be
watching to see the number of students walking both north and south along Dover
4
