Council Minutes of 10/16/2001 <br />~,;, Center Road to determine jointly the positioning of the crosswalks at and around the <br />driveway to Pine School. The general consensus of the group was that the light at <br />Driscoll and Dover Center was needed, but not at the expense of the students' safety. <br />Mr. Jenkins reassured Council that steps were being taken to make sure the best <br />coverage is provided around Pine. Mr. Miller asked why the ordinance should be <br />passed now when the money will not be allocated for the light until next year? Mr. <br />Limpert responded that the people want this motion to go forward. Committee <br />member O'Grady concurred. Mr. O'Grady made a motion to accept Ordinance <br />2001-103 as written; the motion was seconded by Mr. Dailey and passed two to <br />nothing. <br />Ordinance 2001-117, which authorizes the raising of the speed limit along Great <br />Northern Boulevard to 35 miles an hour all the way through. Joining the committee <br />at this time were committee member Carolyn Kasler and President Saringer. Mr. <br />Wolf questioned that the increased speed may lead to a greater severity in the <br />accidents that take place there. Mr. Wozniak from the NOPD said that, from the time <br />that the speed limit has been increased along Lorain Road to 35 mph, they have not <br />seen an increase in the severity of the accidents that have occurred. Traffic Engineer <br />Crriffith refereed to a study that said at any given time 85% of drivers will drive safely <br />and reasonably. He then mentioned that drivers were already driving at 35 mph along <br />the stretch of road in question and that the drivers in fact were driving reasonably and <br />at the speed that was allowable along Great Northern Boulevard. It was generally <br />agreed upon that the increased speed limit to 35 mph will not increase the number nor <br />the severity of accidents. Committee member O'Grady made the motion to accept <br />Ordinance 2001-117 as written; the motion was seconded by committee member <br />Kasler and passed unanimously. <br />Councilman Nashar, chairperson of the Building, Zoning and Development Committee: <br />1) The committee met on October 15. Present were committee members McKay and <br />Nashar; Council members Kasler, Miller, Limpert, President of Council Saringer; City <br />Engineer Deichmann, Assistarrt Building Commissioner Rymarczyk. Agenda items were <br />as follows: <br />• Kronheims Furniture, a proposal to expand the existing structure by 7,250 feet on the <br />south side that runs parallel to Country Club Boulevard. The new addition will <br />extend out approximately 25 feet. The building material will match the existing <br />material. There will be a loss of approximately 31 parking spaces on the south side of <br />the building. Additional landscaping is to be planted along Country Club Boulevard <br />along with an underground sprinkling system. After discussion, the committee <br />unanimously recommended approval of Kronheims Furniture at 5198 Great Northern <br />Plaza South subject to the recommendations of the various boards and commissions <br />of the city and the recommendations of the City Forester. Mr. Nashar made a motion <br />that Council approve the expansion of Kronheims Furniture subject to the <br />recommendations of the various boards and commissions. The motion was seconded <br />by Councilman McKay and unanimously passed. <br />• Horizon's Activity Center, a proposal to construct a bus shelter for children on David <br />Drive which would be approximately 120 feet south of Lorain Road.
