Council Minutes of 9/18/2001
Mayor Musial asked Mr. Bohlmann if it would be safe to say that the cost of
rehabilitation of Clague Road now would be more than the $6 million estimate back in
1995 or 1996. Also, what would be the city's share? Service Director Bohlmann said it
would probably be more. The project was an 80120 share, so the city would have to come
up with approximately $1.2 million.
Councilman Miller noted that at the time of the $6 million project there was quite a bit of
activity on the part of the residents, including the circulation of a petition that was
presented to Council with a large number of signatures. The $6 million job that Mr.
Bohlmann referred to included substantial relocation of the roadway by the curve to the
point of turning some people's homes around where the back of their home would then
be facing the street and the front of their home would be then facing their backyard. It
was such a drastic change that it was unacceptable. What he is hearing from Mr.
Bouman, and what he has heard repeatedly from Mrs. Beringer and other residents, is that
they want a roadway that has drainage and has sidewalks that are not below the grade of
the street so that all the water puddles on the sidewalks to make them impassable. That is
what we should be looking for-a road that is passable and presentable.
Dennis Lambert, 25057 Carey Lane, noting literature that had criticized projects, said he
warned to remind Council that they have the power to generate an ordinance to authorize
and direct the Mayor to do anything they would like him to do whether it can be afforded
or not and then stand the consequences thereafter.
Councilman McKay commented to Mr. Lambert that a person who makes a
recommendation has the obligation to come up with where to locate and provide the
money.
Ed Colwell, 3333 West 231 Street, said that at 5:45 this evening, the traffic was backed
up on Clague Road trying to get on the highway. In the morning, it backs up to the curve.
It is a five or ten minute wart to get on the highway. This is a problem that should be
addressed. Perhaps there is a possibility of using the state pazcel of property and putting
in another on-ramp. People who are using the road are not worrying about the potholes
or puddles because they are just sitting there wishing they can get on the highway.
Councilman O'Grady said that Mr. Colwell's comments were well taken. For the traffic
heading towards the highway in the morning, there is not going to be much that the
widening of the inters~tion will do. There does need to be a solution to this problem.
However, there will be a benefit for the traffic coming home and heading north on
Clague. The widening will get people through the intersection more efficiently.
Councilwoman Kesler responded to Mr. Lambert's comments by asking him to do some
research and he will find there are ordinances that in fact do "authorize and direct" as he
suggested.
10
t
