Council Minutes of 9/18/2001 <br />,~ lost their lives in the tragic events of last week. As of today, their efforts have raised over <br />$55,000. Donations can be made at any First Federal of Lakewood branch or brought <br />into either fire station. Thank you to the firefighters for their efforts and special thanks to <br />the citizens of North Olmsted for their most generous support. <br />2) With regards to the Police Department, their role during these tragic times is to <br />maintain a safe and calm community and they do this in several ways. They aze a <br />member of the Westshore Enforcemem Bureau (WEB) and that unit provides us with <br />both a tactical unit and a crowd control unit and a hazardous materials unit as well as a <br />bomb unit. These are highly trained officers who specialize in their respective areas, and <br />these units can be deployed as first responders to any incident which might occur within <br />the community. In the evern of any major disaster, a plan is akeady is in place. The plan <br />provides state, federal and local resources. In addition to this, the emergency plan <br />utilizes the resources of area hospitals and the Red Cross. The immediate day-to-day <br />operation of the North Olmsted Police Departmern continues to proceed in the normal <br />manner. They are maintaining an open line of communication with both federal and state <br />law enforcement authorities. The mission of their department is to keep a calm and <br />reassuring presence to all residents of the City of North Olmsted. Without question, any <br />reports of ethnic intimidation will be investigated and those responsible will be <br />prosecuted to the fullest extent of the law. If anybody has any concern in this area, please <br />call the Police Department. <br />3) Last Tuesday he visited the various locations wherein we had individuals stationed to <br />protect our capital investments: police at the Wastewater Treatment Plant; individuals <br />stationed at the Broxbourne lift station, Dover Center lift station and LeBern lift station. <br />In addition to that, the Police Department had numerous officers throughout the city, both <br />in uniform and in plain clothes. He visited many of the schools in North Olmsted. The <br />city weathered this quite well. Our lives have changed forever, and we must be alert at <br />all times. <br />4) Administrative Assistant Mary Creadon applied for a grant to the Cuyahoga County <br />Solid Waste District to purchase recycled plastic playground equipment. We were <br />awarded a grant of $5,000 to receive some plastic playground equipment which will be <br />utilized far recreation areas. <br />Law Director Gareau: 1) Two lawsuits have been filed against the city and are being <br />primarily handled by insurance counsel. However, because of the nature of these <br />Lawsuits against the Police Department, the Law Department is requu-ed to defend <br />because of reservations of right that have been taken by the insurance company. In one <br />case, Salem Habbas vs. the City of North Olmsted and seven police officers on an <br />unlawful search case, the department will be actively involved with the insurance <br />counsel. A pre-trial hearing will be held on October 2 in from of Judge Paul Matia in <br />Federal District Court. There is a false arrest case pending, Wilson vs. the City of North <br />Olmsted, two police officers and T. J. Max. The Law Departmem will be involved in that <br />case to the extent that it is necessary. <br />2) With respect to the ordinance dealing with authorizing the Mayor to erner into an <br />agreement with PCS, we are having some problems with the Cuyahoga County Library <br />Board with respect to the way that we need to proceed with construction of the library. <br />2 <br />w <br />I <br />
