Council Minutes of 9/18/2001 <br />The ordinance should be placed on first reading and, hopefully, we will resolve our <br />differences. The library board meets on September 25. <br />3) We are waiting for the Probate Court to set apre-trial date on the C & C Realty <br />property, the only parcel we have not yet acquired for the library site. <br />4) All of the appraisals for the Clague Road widening project aze complete There aze <br />portions of eight pazcels, and there has been communication with four of the property <br />owners. This is unlike the library issue because, when you use eminern domain for <br />roadway purposes, you have quick-take provisions. What must be done is to make an <br />offer and try to negotiate the acquisition of the parts of the property that aze needed. If <br />we cannot reach an agreemem, then preliminary judicial studies are done and filed with <br />the complaint in the Probate Court, funds that represern the amourns of the appraisal or <br />the last offer are deposited, and then the property can be taken and we can proceed to <br />widen that intersection. <br />President Saringer asked the Law Director to list the properties affected by the widening. <br />Law Director Gareau replied: south Clague going north towards Lorain Road, a small <br />piece of the residential pazcel, the first one behind the vacant lot where the drugstore <br />abuts into that; the Shell gas station; the Sunoco gas station; a portion of Mongello's <br />property; a small portion of the condominium property and a very small portion of the <br />residential parcel beyond that is affected; BP America gas station. The coffee house and <br />the church are not affected. <br />Finance Director Copfer: 1) Today, she and Tom Terbrack, North Olmsted Municipal <br />Bus Line Manager, met with RTA irnernal audit on their 2000 compliance audit. Their <br />audit conclusion was exemplary, which is the highest mazk that you can achieve. This <br />doesn't surprise her considering Mr. Terbrack and his administrative stars attention to <br />detail. They are definitely on top of their record keeping and RTA noticed it. She <br />appreciates that and knows that RTA does too. <br />2) June and July 2001 revenue and expenditure reports aze in Council's mailboxes. The <br />posting of the debt transaction was holding these up because she wanted to verify the <br />proper recording with the refunding issue with our auditors. Also, the key general fund <br />revenue comparison report is complete. July's RITA receipts were exceptionally low. <br />Through follow-up, it was determined that two of our large withholders had missed the <br />cut-off by a day. Those receipts were picked up in the August collection. <br />President Saringer reported on the public hearing held on September 12 with regard to <br />Resolution No. 2001-98, the budget of the city for the year beginning January 1, 2002. <br />All members of Council and the Finance Director were present. Councilman McKay <br />asked the Finance Director to explain on the debt schedule why sewers # 1 and 2 were <br />listed outside the 11.1 mill limit. Finance Director Copfer explained that the voted 3 mill <br />sewer levy pays the debt service on these. Also, Councilman McKay asked for an <br />explanation of OPWC streets and OPW sewer. Mrs. Copfer noted that OPWC streets <br />represent Ohio Public Works Commission streets, which were Silverdale and Selhurst <br />completed with the OPWC street loans. OPW is the Ohio Public Works improvements to <br />the Wastewater Treatment Plant, which was pledged with sewer user charges. There was <br />no audience participation, and the public hearing was adjourned at 7:10 p.m. <br />I <br />
