Council Minutes of 9/18/2001 <br />~,,, Councilman Miller, chairperson of the Recreation, Public Parks and Buildings <br />Committee: 1) This evening a joint meeting of the Finance and Recreation, Public Parks <br />and Buildings Committees was held. Present were Councilmen Dailey, Nashar, McKay, <br />Limpert, Kasler, Miller and President Saringer; Safety Director Jenkins, Service Director <br />Bohlmann. Discussed was Resolution 2001-104, a resolution authorizing the Director of <br />Public Service to advertise for bids far construction and installation of ADA toilet room <br />facilities and other improvements at the North Olmsted Recreation Center as detailed in <br />the plans and specifications on file and authorizing the Mayor to contract for the same. <br />This has been discussed prior in that it is a matching fund operation. The engineering <br />was estimated to be $60,000 for this project, $30,000 of which will come from CDBG <br />funds. Improvements will include ADA toilet room facilities and providing for the main <br />front doors of the Recreation Center to be accessible for the handicapped. In that there <br />was prior discussion and approval of these funds at a previous occasion, both committees <br />unanimously recommended approval of Resohrtion 2001-104. <br />Councilwoman Kasler, chairperson of Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee met on September 12. Present <br />were committee members Miller, Nashar and Kasler; Councilmen Limpert, Dailey, <br />McKay, O'Grady and President of Council Saringer; members of tbe Community Block <br />Grant Committee Julie Brown, Paul Barker, Bob Klabunde and Director of Human <br />Resources Copeland; residerrt Bill Kelly. The following items were discussed: <br />• Ordinance 2001-100, an ordinance authorizing and directing Don Copeland to make <br />application on behalf of the City of North Olmsted for a CDBG grant for the fiscal <br />year 2002 for the project that is titled Street-Scape for the expansion of the Clague <br />Road and Lorain Road intersection. This project was one of three that had been <br />previously discussed. One other project was the ADA improvements at North <br />Olmsted Park, which the committee felt demanded more research and more work in <br />joint with the Recreation Commission and with the Recreation Department. That <br />project was put on hold. Another project discussed was curb cuts, which in the past <br />has received points with the county with regard to the grants. However, it was felt <br />that the more competitive project would be the street-soaping at Clague and Lorain. <br />The committee believed that this particular project could serve as akick-off for <br />further street-soaping in North Olmsted and hoped that Council may in the future, and <br />even on this project perhaps if funds are available and if we get the $150,000 grant, <br />provide some additional funds for the beautification not only of this corner but further <br />down Lorain Road. The need to have an approved master plan was discussed. It was <br />noted that it is possible to lose application points if there isn't an approved master <br />plan in place. It was fiuther noted that many cities have city planners who assist in <br />the process of pursuing such grants, which is another issue that should be looked into. <br />The committee unanimously recommended approval of Ordinance 2001-100. <br />(Councilman O'Grady took his seat at 8:25 p.m.) <br />• Ordinance 2001-107, an ordinance creating new Chapter 959 of the Public Service <br />Code entitled "Sale of Surplus Real Property." This legislation requires that city <br />residents whose properties abut city-owned real property receive prior notification of <br />the city's intent to sell surplus real property.
