Council Minutes of 9/18/2001 <br />a 10 day notice given by the Clerk of Council by certified mail to any property <br />owners abutting city owned property when the city decides to sell that property. Mr. <br />Miller explained that the purpose behind this ordinance was that in some <br />circumstances in the past there was some fiustration on the part of residents expecting <br />that the city would corninue to own certain property basically forever. And that, in <br />fact, had they known it was going to be for sale, they may have wished to talk to the <br />city about purchasing it themselves. So the requirement fora 10-day notice by the <br />Clerk of Council was recommended in this ordinance. Discussion that the notice be <br />given instead by the Clerk of Commissions and also by the Service Department was <br />rejected by the committee because of the fact that the Clerk of Council is the one who <br />deals with legislation and the notice directly relates to notifying residerns when <br />legislation will be put forth on the sale. The committee unanimously recommended <br />approval of Ordinance 2001-107. <br />• Resolution 2001-110, which supports HB 290 and SB 127, each of which represems <br />an effort by the Ohio Legislature to reduce the cost of prescription drugs for senior <br />citizens and others in the State of Ohio who either have no health insurance or are <br />underinsured by establishing a state funded prescription discount program. Mr. Bill <br />Kelly was called on to report on this issue as it was his information that initiated the <br />resolution. As of the date of the committee meeting, he had collected 350 signatures <br />backing the fair pricing act. Mr. Kelly gave the committee quite a bit of background <br />information on the number of people in our state who are uninsured or underinsured. <br />The resohtoion supports State Senate and House Bilts that provide for all Ohioans to <br />have a prescription drug card provided by the state, and it would be provided to <br />anyone who is uninsured or underinsured. The state would then be allowed to <br />negotiate lower prices and pass those prices on to the cardholders. It has worked very <br />effectively in other states. The committee unanimously recommended approval of <br />Resolution 2001-110. <br />Councilman O'Grady, chairperson of the Public Safety, Health & Welfare Committee: <br />(Asked that his tardiness be excused as he attended the Middle School open house in his <br />capacity as a teacher.) 1) The Public Safety Committee met on September 13. Present <br />were committee members O'Grady and Kasler, and Mr. Limpert arrived later and did <br />contribute to the vote. Also present were Council members Saringer, McKay, Dailey, <br />Nashar, Miller and Traffi c Engineer GrifFith. Two liquor licenses were considered by the <br />committee. Both requests were reviewed by the North Olmsted Police Department, and <br />there were no objections: <br />• D1 license for the North Olmsted Golf Club Inc., DBA North Olmsted Golf Club. A <br />D1 license allows for beer only for on-premises consumption and in sealed containers <br />for carry-out until 1 a.m. There were no objections on the part of the committee, and <br />the committee unanimously recommended approval. Mr. O'Grady moved for <br />approval for the new liquor license for North Olmsted Golf Course Inc., DBA North <br />Olmsted Golf Club.
