Council Minutes of 7/17/01 <br />r Assistant Law Director Dubelko: 1) 1) The Pazcel E case was azgued in the Cuyahoga <br />County Court of Appeals on July 2. He feels the azgumern went well and the city has a <br />strong position on that case. We can expect the decision within 30 to ~ days. <br />2) With regard to the status of the pleadings filed in the eminern domain proceedings <br />involving the land acquisition for the city library project, an answer has been received <br />from James Lumber Company. Z Properties, owner of the property upon which James <br />Lumber is located, has not yet responded. <br />3) The Law Director has attended a number of collective bazgaining negotiating sessions. <br />Finance Director Copfer: 1) She has been very busy with the auditors who are <br />completing the 2000 audit and working towazd the final draft of the 2000 CAFR. <br />2) The departmern has been working through some serious softwaze problems affecting <br />the payroll and the budget and accounting systems. These problems have reinforced in <br />her mind that the softwaze vendor has a poor response time. <br />Councilwoman Kasler, chairperson of the Irnra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee met on July 9. In attendance were <br />committee members Kasler, Nashaz and Miller; Council Members Limpert, O'Grady and <br />President Saringer; Mayor Musial. The committee met to interview Roy Garland for an <br />appointmern to the Cultural Arts Commission. Mr. Gazland is the executive director of <br />the North Olmsted Chamber of Commerce, and is a former teacher, coach and <br />superintendent. He is involved in various civic organizations throughout the city. The <br />committee unanimously recommended approval of Roy Garland to the Cultural Arts <br />Commission. Mrs. Kasler moved to approve the appointment of Mr. Gazland. The <br />motion was seconded by Mr. Nashaz and unanimously approved. <br />2) The committee met on July 10. In attendance were committee members Kesler, Miller <br />and Nashar; Council Members Limpert, O'Grady, McKay, Dailey and Council President <br />Saringer; Mayor Musial. The committee met to discuss Ordinance 2001-82, an ordinance <br />to provide for the submission to the electors of an amendment to Article XIV of the <br />Charter ernitled "Charter Review Commission" in order to make the dates of appointment <br />and time lines more specific. There was little discussion as the ordinance had been <br />discussed on previous occasions. The committee unanimously recommended approval. <br />3) The committee met this evening, July 17. In attendance were committee members <br />Kesler, Miller and Nashar; Council members Dailey, Limpert, McKay, O'Grady and <br />President Saringer; Mayor Musial. Agenda items were as follows: <br />~ Ordinance 2001-OS which creates new Chapter 177 entitled "Community Access" in <br />order to establish nonpublic fora, permitting community organizations to announce <br />community events in certain media owned and operated by the city, and further to <br />permit such organizations to announce such everns on banners erected in a limited <br />airspace above Lorain Road near the North Olmsted Community Pazk. The ordinance <br />has been discussed on several occasions. This evening several amendments requested <br />by the committee and prepazed by the Law Department were discussed.
