Council Minutes of 6/19/2001 <br />2) A public hearing will be held at 7 p.m. on Monday, July 9, with regard to Ordinance <br />2001-47 which establishes the zoning for the parcel of land most recently annexed from <br />Olmsted Township. <br />Law Director Gareau: 1) We have yet to receive an answer in the eminent domain <br />proceedings regarding the property for the new library. Once the answers are received, a <br />preliminary hearing will be held to establish the procedures to litigate these issues. <br />2) The Law Department has been very active in wage negotiations with A.F.S.C.M.E. <br />unions. <br />Finance Director Copfer: 1) Last week, the Assistant Finance Director represented her at <br />a meeting with the Westshore Council of Governments to discuss the method of <br />allocation of the costs of the group. Several scenarios were discussed, and the <br />suggestions will be reviewed by the Westshore COG treasurer and discussed at a later <br />meeting. <br />Councilwoman Kasler, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee met on June 11 to discuss the <br />redistricting issue. All of Council, Council President Saringer, Mayor Musial and several <br />guests were present. The committee met with Jim Wyles from Cleveland State <br />University's Urban Studies Program. Mr. Wyles presented a computer program in an <br />effort to assist Council in addressing the redistricting issue. The program allowed census <br />blocks to be moved around to see different configurations of the wards. The primary <br />purpose of redistricting is to make the wards as close as possible. A plan at the end of <br />that evening resulted in the wards being fairly close as to population: Ward I--8,565; <br />Ward II--8,750; Ward III--8,271 and Ward IV--8,527. There was approximately a 500 <br />resident difference between Wards II and III. After the meeting, chairperson Kasler had <br />concerns about the division of the wards and questioned Mr. Wyles as to whether the <br />numbers could be brought closer. Council left the meeting with the understanding that <br />everyone would again review the map, give it some thought and propose questions to the <br />chairperson in an effort to be sure the redistricting had been properly addressed. <br />2) The committee met again on June 18. In attendance were committee members Kasler, <br />Miller, Nashar; Councilmen McKay, Limpert, O'Grady and President of Council <br />Saringer. Agenda items were as follows: <br />• Resolution 2001-72, which is a resolution commending officer Butcher for his role in <br />the drug bust on I-480 as a member of the "STOP" program. Although, there was <br />some objection by Mr. O'Grady regarding mentioning the "STOP" program in the <br />resolution, the committee voted unanimously to recommend approval. Per <br />Councilman Limpert's request, the Police Chief was consulted and he said he was <br />highly in favor of this recognition of officer Butcher. <br />• Resolution 2001-76, which urges Ohio's Congressional Delegation to take the <br />necessary action to enhance NASA-Glenn Research Center's role in NASA's <br />aeronautics and space policy and increase the Glenn Research Center's presence in <br />the State of Ohio.
