Council Minutes of 6/19/2001 <br />encourage the increased budgetary authority on the part of Glenn Reseazch Center <br />because it has been somewhat reduced in the recent past. This has become a problem <br />in this azea since, according to a Cleveland State University study, Glenn Reseazch <br />Center has an $879 million impact on the northeast Ohio economy and has generated <br />9,360 jobs. In North Olmsted alone, Glenn Research employees had recent annual <br />total earnings of approximately $11 ,million. The committee unanimously <br />recommended approval and passage under suspension of the rule. Mayor Musial <br />added that many programs from the Glenn Research Center aze going to other centers <br />throughout the country, especially to Huntsville, Alabama. He feels quite strongly <br />that we do need this institution here because it is a very important ingredient not only <br />to our economy but it also provides a tremendous talerrt pool. There are <br />approximately 150 employees of NASA here in North Olmsted, and these individuals <br />are very active in the community. <br />• The redistricting issue was discussed again. Per the City Charter, Council is required <br />to redistrict with the purpose of adjusting the ward populations to make them as close <br />in number as practicable using the natural existing boundaries. Since the difference <br />between the lowest and highest wazd was approximately 500 people, Mr. Wyles was <br />asked to provide an adjustment to bring the numbers closer. The adjustment that <br />produced the closest numbers called for the changing of one census block on the <br />southwest corner of Wazd II to be moved to Wazd I and moving the boundaries of <br />Ward III west to Whitehaven Avenue, thereby splitting Whitehaven between Wazd I <br />and Wazd III. In addition, the changes previously agreed to placed David Drive in <br />Wazd II; the south side of Elm to Georgette to Wazd II; the east side of Georgette to <br />Ward II; the south side of Lucille to Ward II; the east side of Grace to Wazd II and <br />that line continues down the middle of Brookpark to the city's east boundary line. <br />Also, MacBeth, Esther and the south side of Virginia will be in Wazd II. Mrs. Kasler <br />moved that Council accept the wazd populations as follows: Wazd I-8,531, Wazd <br />II-8,500, Wazd III-8,555, Wazd N-8,527 and the boundaries aze as reflected in <br />the map. The motion was seconded by Mr. O'Grady. Roll call: Kasler, yes; <br />O'Grady, no, with comment that he felt the plan put together on June 11 was fair and <br />equitable. Subsequent to that meeting, another meeting was called when Ward II <br />Councilman Dailey could not be present. Without him being present, his ward <br />boundaries have changed. Council should not be making a change to his ward <br />without him playing a direct role. Also, the boundaries for Wazd I have changed. Is <br />this partisan games? It is curious to him. It is wrong to go forwazd with this at this <br />time, and he votes no. Roll call continued: Limpert, no, with comment that he would <br />feel much more comfortable if Mr. Dailey were in attendance. Roll call continued: <br />McKay, yes, commenting that it had been agreed after the first meeting that changes <br />should be brought up at the next meeting. He felt it necessary to attend all the <br />meetings to protect the interests of his wazd. Roll call continued: Miller, yes, with <br />comment that the plan presented by Mr. Wyles was simply a plan for consideration. <br />There was no agreement that it was final. Also, Council did attempt to schedule a <br />meeting when Mr. Dailey could be present but, based on other member's schedules, <br />there wasn't a day available that would have allowed for the completion within the <br />allotted time.
