Council Minutes of 6/19/2001 <br />M population numbers of the wards are fair. The motion passed with four yeas and two <br />~~- nays. <br />Councilman O'Grady, Council's representative to the Fair Housing Review Boazd: 1) He <br />reported that the boazd met on Monday, June 18. There was significant concern on the <br />part of the administration and the members of the review board with regard to the <br />substantial equivalency recognition that HUD has offered the City of North Olmsted. The <br />concern was, if the substantial equivalency was accepted, would the city be committed to <br />more involvement in HUD than what was intended. For example, would the city be <br />committing to establish a HL7D satellite office that would take care of HUD complaints <br />outside of our city. Those concerns aze significant concerns, and it's for that reason that <br />the boazd has held up with the acceptance of this offer of substantial equivalency. The <br />boazd met with Gary Williams, the chief counsel of the City of Shaker Heights and the <br />administrator of their fair housing board, code and programs. He reassured the board that <br />the substantial equivalency would be in the best interests of the City of North Olmsted. It <br />would not commit the city to work outside of our own borders. Rather, it would allow <br />people who feel they have a fair housing issue to have an avenue within the city to pursue <br />a resolution to their question or issue before it goes to the courts. Mr. Williams strongly <br />urged the boazd to go forwazd. Based on that recommendation, the boazd has asked <br />Assistant Law Director Dubelko to contact Claudia Nichols of the Chicago HUD office <br />to set up a meeting to again get a confirmation on these questions. If in fact she confirms <br />what Mr. Williams has said, it would be the board's recommendation, with the <br />concurrence of the Mayor, to recommend to Council that the city accept the designation <br />of substantially equivalent city for HUD purposes. Shaker Hts. and Parma aze two of a <br />small number of cities in the state to have such a designation. <br />Councilman Nashaz, chairperson of the BZD Committee: 1) The BZD Committee met on <br />June 11. Present were committee members McKay, O'Grady, Nashar; President of <br />Council Saringer; Councilmen Miller, Limpert; Mayor Musial, Administrative Assistant <br />Creadon, City Engineer Deichmann, Assistant Building Commissioner Rymazczyk. <br />Agenda items were as follows: <br />• Wal-Mart, 24801 Brookpark Road, a proposal to build a garden center canopy. <br />Representing Wal-Mart was azchitect Chris Farnet. The gable end of the building <br />will be of an EFIS beige material which will match the front of the building. The <br />framing of the new garden center will be aluminum bazs. The roof material will be a <br />polycazbonate material, which is similaz to a very thick plastic, and will be bronze in <br />color with brown headers. The total area will be approximately 6,028 squaze feet. <br />The roof will be in the design of a pyramid shape facing Country Club Boulevazd. <br />The storm drains will be tied into the existing drains. After discussion, the committee <br />unanimously recommended approval of the Wal-Mart proposal subject to all the <br />recommendations of the various boazds and commissions. Mr. Nashaz moved that <br />Council approve the Wa1-Mart proposal subject to all the recommendations of the <br />boards and commissions. The motion was seconded by Mr. McKay. Mr. McKay <br />noted that there needed to be clazification before the vote because Wal-Mart had been <br />asked to take caze of a problem in the parking lot between that proposed addition and <br />4 <br />
