Council Minutes of 6/5/2001 <br />evening's agenda. Negotiations are currently being held with A.F. S.C.M.E. clerical and <br />service. <br />2) Regarding the acquisition of properties for the new library, the city has had to file suit <br />against James Lumber, Z Properties and C & C Realty. Within the next month, we will <br />be in a better position as to acquiring these parcels. The city is also actively meeting with <br />the library representatives to clear up some last minute issues. <br />Finance Director Copfer: 1) Council and the administration received the April 2001 <br />financial reports in their mailboxes. Additionally, the key General Fund characteristics <br />were handed out. As reported in an earlier Council meeting, the estate tax collections <br />were $385,309. This is compared to $288,000 year to date April 2000. The municipal <br />income tax collections, however, have flip-flopped from March to April and are now 4% <br />below year to date compared to last year. So, we are at ground zero right now on those <br />key characteristics. <br />2) She applied for and was awarded a scholarship from the Ohio Municipal Treasurer's <br />Association to attend the Ohio Public Finance Officer's Training Program later this <br />month. It is sponsored by the Center for Public Administration and Public Policy at Kent <br />State University. This is her third year of a three-year program, and there is a <br />certification process involved. <br />Councilwoman Kasler, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee met on May 22. Present were <br />Councilmen Miller, Nashar, McKay, Limpert, O'Grady and Dailey; Directors Jenkins <br />and Copfer. The following items were discussed: <br />• Resolution 2001-69, a resolution supporting the Cleveland AFL-CIO Federation of <br />Labor and A.F.S.C.M.E. Ohio Council 8's call for anon-profit national health care <br />insurance plan which is publicly financed and guarantees comprehensive and lifetime <br />coverage for all. This resolution was discussed in committee and, although some <br />concerns were expressed by one Councilmember that this would lead to federal policy <br />regarding the type and extent of treatment that will be provided to citizens, the <br />committee in total and many of Council felt that this was a step toward providing <br />medical care to those who cannot otherwise afford to be treated. The committee <br />unanimously recommended approval and passage under suspension of the rule. <br />• Redistricting the city wards. The committee decided to retain the services of Jim <br />Wyles from the Urban Studies Department of Cleveland State University. Mr. Wyles <br />will prepare a computerized presentation demonstrating the present ward population <br />distribution. During the presentation, the committee will have the ability to move the <br />census blocks on the computer to see how redistricting may take place if necessary. <br />Mr. Wyles' presentation will take place at 6:30 p.m. on June 11 in Council Chambers. <br />Councilman Miller, member of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met this evening at 6:30 p.m. to discuss <br />the appointment of Mrs. Sandy Sorge to the North Olmsted Parks and Recreation <br />Commission for a term starting January 1, 2001 through December 31, 2005.
