Council Minutes of 5/1/2001 <br />Councilman Miller. Roll call: Kasler, yes; Miller, yes; McKay, yes; Limpert, no, with <br />~' comment that we want and, to his understanding, currently have responsible contractors. <br />Many of these provisions are akeady in place by the administration. By codifying these <br />16, it could be difficult to meet provisions of some grants that we might possibly acquire. <br />And it could also be more challenging to go and readjust if there are changes to <br />prevailing wage and things like that. He has always been a supporter of prevailing wage, <br />and wants to be able to make sure we're staying current with it. Roll call continued: <br />Dailey, yes, with reservations based on some of the comments. Roll call continued: <br />Nashar, yes; O'Grady, no, with comment. First, the ordinance calls for the establishment <br />of minimum contracting responsibility standards. It cannot establish these standards <br />because they're already in place. Secondly, by taking these standards and putting them in <br />the form of an ordinance, he thinks we are restricting the ability of the administration to <br />do their job. Finally, he believes the ordinance will restrict the number of bidders that we <br />have in the City of North Olmsted, which is not good idea for our city. The motion <br />passed with five yeas and two nays. Ordinance No. 2001-46 adopted. <br />Ordinance No. 2001-52 introduced by Mayor Musial was given its third reading. An <br />ordinance amending the organizational chart of the Building Division of the Department <br />of Public Safety for the purpose of adding one full time zoning inspector position, and <br />acknowledging the placement of three other existing positions, heretofoxe paid out of <br />another city fund, in the Building Division organizational chart, and declaring an <br />emergency. Councilman McKay moved for adoption; second by Councilman Nashar; <br />motion passed unanimously. Ordinance No. 2001-52 adopted. <br />Resolution No. 2001-50 introduced by Councilman McKay was given its second reading. <br />A resolution authorizing the Director of Public Service to advertise for bids with an <br />outside contractor for the purpose of providmg, on a contract basis, leaf pick-up service <br />throughout the City of North Olmsted, and declaring an emergency. <br />Ordinance No. 2001-58 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Zwick Associates, Inc. to provide design services for the Root Road cul-de-sac and <br />declaring an emergency. <br />Ordinance No. 2001-59 introduced by Mayor Musial was given its second reading. An <br />ordinance providing for the issuance and sale of notes in a maximum aggregate principal <br />amount of $350,000 in anticipation of the issuance of bonds, to pay costs of acquiring a <br />fire pumper and other related fire apparatus and equipment. <br />Ordinance No. 2001-01 was introduced and placed on first reading by Mayor Musial. An <br />ordinance establishing the organization and composition of the non-uniform, part-time <br />personnel of the Police Department and declaring an emergency. <br /> <br />11 <br />
