Council Minutes of 3/20/2001 <br />,,~ President Saringer reported that City Council had discussed the upcoming school levy <br />and will add their endorsement to the school operating levy which will be on the ballot on <br />Tuesday, May 8. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane, noted that a previous Charter Review Commission <br />which he had chaired and the most recent commission had suggested a Charter change to <br />make the city non-partisan. There are a number ofnon-partisan communities in the area, <br />and he would like North Olmsted to be non-partisan. He does not believe partisanship <br />belongs at this level of government. Mr. Lambert said change comes about by revolution <br />or evolution. He noted that Mr. O'Grady and Mayor Musial had created something <br />unique in the community and that Mr. O'Grady had decided to run as an independent. <br />His comments are not meant as an endorsement as all the candidates have served the <br />community well, but he agrees with the concept. He hopes that the greater picture is <br />realized in the end, and that the community can move forward. <br />Margaret McKay, 5197 Columbia Road, had noticed the clerk carrying a heavy load of <br />documents up to the meeting and suggested that Council purchase a cart for her. The <br />clerk expressed her appreciation to Mrs. McKay. Councilman McKay noted that Mrs. <br />McKay had one in her attic which she could donate! <br />Bill Kelly, 4161 Canterbury Road, announced that the North Olmsted High School <br />Marching Band had won first place, for the second year in a row, at the 134' annual St. <br />Patrick's Day Parade in Cleveland. He is proud of the band and of his daughter who is a <br />member of the band. <br />LEGISLATION <br />Resolution No. 2001-14 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the <br />relocation of the Northern Avenue (vacated) water main between Porter Road and Decker <br />Road in the City of North Olmsted as detailed in the specifications on file and authorizing <br />the Mayor to contract for the same, and declaring an emergency. Councilman Nashar <br />moved for adoption; second by Councilman McKay; motion passed unanimously. <br />Resolution No. 2001-14 adopted. <br />Resolution No. 2001-15 introduced by Councilman Limpert was given its third reading. <br />A resolution authorizing the Director of Public Service to advertise for bids for <br />construction of catch basin, manhole, sidewalk, curbing and pavement repairs at various <br />locations in the City of North Olmsted as detailed in the specifications on file and <br />authorizing the Mayor to contract for the same, and declaring an emergency. <br />Councilman Limpert moved for adoption; second by Councilman O'Grady; motion <br />passed unanimously.
