Council Minutes of 3/20/2001 <br />36,112 and a letter would be forthcoming. To date, a letter has not yet been received. <br />On Saturday March 17, 2001, as published in the Plain Dealer, the count for North <br />Olmsted was stated at 34,113, which is still not an accurate account. His office has <br />contacted the Census Office in Washington D.C. and the Secretary of State's Office in <br />Columbus but have not heard back from either office. As far as he is concerned, we still <br />do not have certification and what has been published is not accurate. President Saringer <br />asked if that meant the time period for re-districting had not yet begun, and Mayor Musial <br />said that was correct. <br />2) This morning he had the pleasure and honor of attending the annual All Nations-New <br />Citizenship Induction Ceremony and Government Day at North Olmsted High School <br />where sixteen new citizens were sworn in. At the ceremony, Kate O'Rourke was <br />presented with the "Democracy in Action Award." This award honors Mrs. O'Rourke <br />for her participation in various community activities and for her support and adherence to <br />the North Olmsted Citizens' Pledge. <br />Law Director Gareau: 1) On March 5, the Law Department filed a written response to a <br />unfair labor practice charge that was filed with the State Employees Relations Board by <br />the FOP. The unfair labor practice involves issues of employee contributions to the <br />health care insurance. Once a response is filed, the State Employees Relations Board <br />looks at the issue and then makes a finding as to whether or not they will go forward. <br />2) On March 8, Assistant Director of Law Jim Dubelko provided the Fair Housing <br />Board, the Mayor and Councilman O'Grady with a memo providing advice with respect <br />to the proposed interim agreement with the city and HUD. <br />3) A tentative hearing date of April 11 has been set for arbitration of a grievance dealing <br />with the trading of shifts by firefighters. Another grievance dealing with the same <br />subject matter has not yet been set for arbitration. <br />4) He, the Mayor, Mrs. Copfer and Mr. Bohlmann met with the Library Board to give <br />them an update on land acquisition. Also discussed were standards for the architect and <br />project manager. The group agreed to meet every month for continuous updates as <br />events unfold. On tonight's agenda are three ordinances for contracts on three parcels of <br />property which are being purchased for the library site. <br />5) He has negotiated a contract for the acquisition of Pine Tree Beverage, which is the <br />Community Development Block Grant project for this year. That has been sent over to <br />Chicago Title for closing. <br />6) Along with the Mayor and Finance Director, he will travel to New York on Monday, <br />March 28, to visit the bond rating agencies with regard to the library and other <br />refinancing matters. <br />7) The State Employees Relations Board has given notice that the city is to start <br />negotiating the AFSCME contracts for service and clerical employees which come due in <br />July of this year. <br />Finance Director Copfer: 1) She has provided a memo to Council detailing the <br />additional changes to the budget which were discussed at the latest meeting. <br />2) As Law Director Gareau mentioned, she and the Mayor and Law Director will be <br />going to New York to make presentations to MBIA, which is the insurance underwriter <br />that underwrote our last bond issuance, and also to Moody's and Fitch. <br />2 <br />
