Council Minutes 3/6/2001
requiring three readings. The motion was seconded by Mr. Miller. Roll call: Limpert,
yes; Miller, no, with comment that this not go on suspension at this time noting the Law
Director's comments about expanding the zone and perhaps changing the time. Also, this
may move the safety issue further down the street as suggested by Mr. Kelly, and perhaps
the schools should be using some enhanced communication regarding this issue. Roll
call continued: Dailey, yes; Kesler, no; McKay, no, with comment that he would like to
see the results of the Law Director's suggestion. He believes there is some merit in
eliminating that altogether down that street. Roll call continued: Nashar, no; O'Grady,
yes, with comment that this issue is something he and the Safety Director tried to make
quite clear is a separate issue than what is happening down the street. This is a safety
issue with regard to a particular crosswalk and ensuring the safety of the children who are
using that crosswalk. It does not affect, and it does not make worse, traffic issues down
the street, nor does it make them better. It's not meant to address that. It's meant to
address a crosswalk used by school children and the safety of those school children. This
is something that needs to be suspended and needs to be in place now and then the
separate issue of down the street and perhaps the safety or convenience of people down
the street can be addressed at a later time. The motion to suspend the rule failed with
four nays and three yeas.
Ordinance No. 2001-41 was introduced and placed on first reading by Councilman
McKay on behalf of himself and Mayor Musial. An ordinance authorizing the Mayor to
enter into a contract for the purchase of property located at 27488 Butternut Ridge Road,
North Olmsted, Ohio for the purpose of carrying out the intent of the voters of the City of
North Olmsted relative to the construction of a new library and declaring an emergency.
Councilman McKay moved for suspension of the rule requiring three readings; motion
seconded by Councilman O'Grady; motion passed unanimously. Councilman McKay
moved for adoption; second by Councilman O'Grady; motion passed unanimously.
Ordinance No. 2001-41 adopted.
Ordinance No. 2001-42 was introduced and placed on first reading by Councilman
McKay on behalf of himself and Mayor Musial.
