Council Minutes of Z/6/Ol <br />~ Bill Kelly, 4161 Canterbury Road, asked Mr. McKay to explain Ordinance 2001-06 <br />which authorizes the purchase of the dewatering centrifuge system for the Wastewater <br />Treatment Plant. Mr. McKay explained that earlier this year the city leased the <br />equipment from the owner to see if it was going to meet expectations. First, would it <br />keep us within the EPA limits for the water that we put back into the river since our <br />requirements are more stringent than those going to a larger body of water, such as <br />Cleveland which dumps into the lake. Every time we do not meet their requirements, we <br />are fined. The second requirement was the elimination of the odor, and that was <br />successful. Therefore, the city did decide to purchase the unit. The unit temporarily is <br />housed in a trailer and the waste is discharged into another receiving trailer outside. The <br />plan is to put this inside of the building that already exists. However, there are some <br />modifications that need to be done inside of that building. Due to the weather, those <br />renovations have not been completed and we are leasing the trailer for another two <br />months. The majority of the work will be done by city personnel. <br />Jan Popa, 6165 Sherwood Drive, asked what criteria was used to determine the <br />qualifications, skills and abilities of the individual chosen for the Ward II Council seat. <br />President Saringer said that she had drawn up a series of questions which each applicant <br />answered. Also, the applicants had submitted resumes which were reviewed by members <br />of Council. <br />LEGISLATION <br />Ordinance No. 2000-140 introduced by Mr. Nashar was to be tabled. An ordinance <br />creating new Section 1139.13 of Chapter 1139 of the Zoning Code, entitled "Masonry <br />Brick Required in Construction of Exterior Walls of Commercial Buildings," so as to <br />require that all new commercial buildings in the general retail business district have <br />exterior walls with a certain amount of masonry brick. Councilman Nashar moved to <br />table Ordinance No. 2000-140. The motion was seconded by Councilman McKay and <br />unanimously passed. Ordinance No. 2000-140 was tabled. <br />Ordinance No. 2000-33 introduced by Mayor Musial was given its second reading. An <br />ordinance establishing heahh care benefits for non-bargaining employees of the City of <br />North. Olmsted and declaring an emergency as amended. <br />Ordinance No. 2001-03 introduced by Mayor Musial was given its second reading. An <br />ordinance establishing the compensation, benefits and working conditions for salaried <br />employees employed by the North Olmsted Municipal Bus Line, who are not members of <br />the A.F.S.C.M.E., Local 3517, collective bargaining unit, and declaring an emergency. <br />Councilman McKay moved for suspension of the rules requiring three readings. The <br />motion was seconded by Councilman O'Grady and passed unanimously. Councilman <br />McKay moved for adoption. The motion was seconded by Councilman O'Grady and <br />passed unanimously.
