Council Minutes of 1/16/01 <br />Rocky River Court and will include court costs along with the $3 fine. Mr. Nashar <br />indicated that the purpose of the ordinance was a public safety issue to make people <br />aware of the problems. Discussions were had about problems presented by local laws <br />that were different from other communities. However, it was also pointed out that the <br />seat belt ordinance got started the same way. Mr. Ellis indicated that at the time seat <br />belts were an issue, everybody understood seat belts save lives. Mr. Ellis and Mr. Dunn <br />also discussed the concern that this was an equity situation, not just an awareness issue. <br />Mr. Dunn questioned some of the comments in the article from the New England Journal <br />of Medicine that were used as a foundation because, at the end of that article, there was a <br />disclaimer asking that their study not be used to support such ordinances. There was also <br />discussion about various other activities that drivers do (eating, talking to passengers) <br />that take their attention away from driving. A motion was made to recommend approval <br />of the ordinance and was passed with a 2-0 vote. <br />Mr. Limpert, chairperson of the Recreation Committee: 1) He attended the Recreation <br />Commission meeting which met on January 15. The administration of the Recreation <br />Center is now up to full staff with the hiring of secretary Beth Bunevich. The <br />commission discussed capital improvements and that they would like to put the funds <br />into park improvements. Revenue for the Recreation Center was up $54,000 over 1999. <br />Mr. McKay, chairperson of the Finance Committee: 1) The Finance Committee met in <br />conjunction with the Transportation and the Safety Committee on Wednesday, January 3. <br />Present were Council President Saringer, Councilpersons O'Grady, Nashar, Gareau, <br />Miller, Kasler, Limpert and McKay; school board representative Doug Sebring; Service <br />Director Bohlmann, Safety Director Jenkins. The committee discussed Resolution 2000- <br />170, which authorizes the Service Director to advertise for bids for the installation of <br />school zone flashers for Chestnut School at 30395 Lorain Road. Chestnut Elementary <br />School will reopen by the fall of 2001. All the committee members feel it is necessary to <br />install the school flashers for the protection of the school children. The cost is expected <br />to be between $15,000 and $17,000. The committee recommended approval. <br />2) The committee also discussed experimental use of in-ground reflectors for the <br />crosswalks at Butternut Elementary School. If these prove beneficial, the city will then <br />look at installation at other locations. <br />LETTERS AND COMMUNICATIONS <br />The following correspondence was received: <br />• From The Plain Dealer. "Dear Council President Saringer and Council Members, I <br />write this letter to let you know the editors are changing the Metro beats covered by <br />the suburban reporters, and I' m one of the reporters affected by the change. As of <br />January 3, I will no longer be covering North Olmsted City Council. Your new <br />reporter will be Sarah Treffinger. She is young, energetic and hungry for news stories. <br />I think you will be pleased having her cover the city. I'm sad to be leaving North <br />Olmsted but promise I will keep an eye on what I think is an exciting year on the <br />horizon for the city. I enjoyed working with you and all of Council.
