Council Minutes of 1/16/01
of help to any of you, please don't hesitate to contact me. I wish you and Council all
the best in the new year. Sincerely, Rena Koontz" President Saringer welcomed
reporter Sarah Treffinger.
• "Dear Mrs. Saringer: GLS Capital-Cuyahoga, Inc. is in the business of purchasing
and collecting delinquent real estate taxes. We have invested millions of dollars in
tax certificates which have been distributed by the Cuyahoga County Treasurer to our
schools, cities, the county, and various other boards, such as the Board of Mental
Retardation, the Metroparks, etc. We are pleased to have made this investment in our
community and hope we may profit from it as well. GLS's ability to collect these
taxes is severely impaired when the underlying land is a builder's remnant or other
non-buildable lot. We are writing to support the proposed North Olmsted ordinance
which would prohibit builders from obtaining permits if they are delinquent
taxpayers. We would appreciate your support and that of your colleagues on Council
to enact the ordinance and will be pleased to testify as a proponent of this legislation
if you will be kind enough to let us know when hearings occur. Sincerely, William
Day, Regional Manager" President Saringer noted that the legislation was already
passed. If she had received the letter earlier, she would have invited Mr. Day to
speak at the committee meetings.
• "Dear President Saringer and Council Members: Thank you for the copy of
Resolution No. 2000-156 expressing your concern about the butterfly ballot. I, too,
found it very confusing and have shared that concern with our local board of
elections. We are working with them to evaluate our balloting system here in
Cuyahoga County so that every vote is counted and the results reflect the will of the
people. Sincerely, Jane Campbell, Cuyahoga County Commissioner"
• Regarding Resolution 2000-160. "Dear Mrs. Seman: I am in receipt of your letter
dated December 8, 2000 as well as a copy of the above-referenced resolution. We
certainly appreciate your concern and interest in helping us to improve our center and
offer your citizens a nice mix of tenants. Unfortunately, Developers Diversified
cannot pursue a theater operator for the former Regal Cinema unit. The leases
between Developers Diversified Realty Corporation and Home Depot and JoAnn
Stores, Inc., specifically prohibit us from replacing Regal with another theater.
Although we agree that a theater would be a nice benefit, it is just not an option.
Sincerely, Developers Diversified Realty Corporation"
AUDIENCE PARTICIPATION
Dennis Lambert, 25057 Carey Lane, spoke about the prices for electricity. He signed up
with Dominion, however, the confirmation will not come through until such time as
Dominion secures a contract with the supplier Edison Electric. The price quoted is
tentative until the contract is finalized. There are several issues which must be looked
into regarding the price structure. First, for many years, the Illuminating Company has
had atwo-tier system where the same amount of electricity will cost more in the summer
months. He is wondering if the prices quoted are for the entire year. Also, northern Ohio
communities have been paying exorbitantly higher rates for electricity than communities
in southern Ohio. Lastly, when negotiating rates, it should be looked into if we are
6
