Council Minutes of 1/16/01 <br />..:.~ <br />buying peak hours of average power ratings rather than dollars per kilowatt hour which <br />we are now buying. <br />James T. Winkler, 4284 Bentley Drive, spoke about the problems he and his neighbors <br />are experiencing trying to exit their street onto Lorain Road due to traffic exiting Bentley- <br />Coe Plaza. He would like that exit/entrance to be made an entrance only. Safety Director <br />Jenkins said he would discuss the situation with the Service Director and the Traffic <br />Engineer. Councilman McKay said that switching the exits would create the same <br />problem for residents who live on Coe Avenue. The reason that there isn't a traffic light <br />at Bentley and Lorain is that there is not enough traffic exiting Bentley to meet state <br />requirements. <br />Paul Barker, 23629 Carnage Lane, wished Councilman and Mrs. Gareau good luck and <br />commended them for making the decision to put family first. He thanked Mr. Gareau for <br />all the good things he has done for Ward II. <br />Daryl Davis, 27516 Butternut Ridge Road, said she felt the resolution to the PUCO <br />regarding the proposed rate hike by Dominion East Ohio was really important. She <br />commends Council for doing this. However, she thinks what needs to be done is the <br />establishment of an aggressive policy to take back our utilities. Feople are not going to <br />benefit by the deregulation. We have already seen that no benefit accrues from the <br />electric deregulation and the telephone deregulation. She is going to be part of a <br />demonstration in front of the gas company on Thursday morning and urges all residents <br />to join in. A 10 point program will be presented at that time, beginning with a call to <br />reform the PUCO and to institute a citizens' council on utilities and ending with a call for <br />a real public utility that is a government entity. President Saringer wished Mrs. Davis <br />success and hoped that she had a big turnout on Thursday. <br />John Dailey, 24277 Vincent Drive, asked if Council members would consider requiring <br />that American-made steel be used in the construction of the library. Councilman Miller <br />said he has prepared a letter requesting appropriate legislation. <br />LEGISLATION <br />Resolution No. 2000-170 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the <br />installation of school zone flashers on Lorain Road for Chestnut Elementary School as <br />detailed in the plans and specifications on file and authorizing the Mayor to contract for <br />the same, and declaring an emergency. Mr. McKay moved for adoption; second by Mr. <br />O'Crrady; motion passed unanimously. Resolution No. 2000-170 adopted. <br />Ordinance No. 2000-117 introduced by Mr. Nashar was given its second reading as <br />amended. An ordinance creating a new Section 331.42 of the Traffic Code, entitled "Use <br />of Mobile Telephones While Operating a Motor Vehicle," in order to regulate the use of <br />mobile (cell) phones while operating motor vehicles on roads and streets within the City <br />of North Olmsted, and declaring an emergency, as amended for the fourth time.
