' . • ' Counci[ Minutes of 12/17/2ti02 <br />Ordinance No. 2002-191 introduced by Council members McKay, Gateau, Kasler, Miller <br />and Nashar was given its second reading. An ordinance creating a new and revised city <br />salary range ordinance in order to remove the salary range for the position of secretary to <br />the Housing CounciUTax Incentive Review Council, increase the salary range for the <br />position of Assistant Finance Director to reflect the additional duties imposed upon the <br />position as a result of the elimination of the position of secretary to the Housing <br />CounciUTIRC and the transfer of the duties of the said eliminated position to the <br />Assistant Director of Finance, and otherwise re-establishing the rates of compensation for <br />the city's various administrative and legislative personnel, and declaring an emergency. <br />Councilman Gateau made a motion to amend Ordinance 2002-191: One, the title of the <br />ordinance will read as follows: "An ordinance creating a new and revised city salary <br />range ordinance in order to 1) remove the salary range for the position of secretary to the <br />Housing CounciUTax Incentive Review Council; 2) increase the salary range for the <br />position of Assistant Finance Director; 3) establish a new salary range for the Director of <br />Public Service, Director of Public Safety and Director of Personnel and Administrative <br />Services; 4) otherwise re-establish the rates of compensation for various administrative <br />and legislative personnel and declaring an emergency as amended." Two, an additional <br />"Whereas" clause after the first "Whereas" clause to read: "Whereas, this Council further <br />wishes to establish a new and revised salary range for the Director of Service, Director of <br />Public Safety and Director of Personnel and Administrative Services in order to balance <br />the pay among the said director positions consistent with tenure of such persons <br />occupying the respective office and further to bring parity to appointed director salaries." <br />Third, in lines b, c, and d within Section 1: In establishing the range, the "from" from b, <br />c and d shall read $66,000. In 2003 for b, c and d, the sum shall read $66,000. The <br />motion to amend was seconded by Councilwoman Kasler. The motion to amend was <br />passed unanimously. Ordinance No. 2002-191 amended. Councilman Gateau moved to <br />suspend the rules requiring three readings and further committee review. The motion was <br />seconded by Councilman Miller. Roll call: Gateau, yes; Miller, yes; Limpert, no, <br />because it has not had committee review and he would like to discuss it. Roll call <br />continued: Kasler, yes; Dailey, yes; McKay, yes; Nashar, yes. The motion passed with <br />six yeas and one nay. Councilman Gateau moved for adoption of Ordinance 2002-191 as <br />amended. The motion was seconded by Councilman Nashar. Roll call: Gateau, yes; <br />Nashar, yes; Miller, yes; McKay, yes; Limpert, no, because he would like to have it <br />reviewed in committee. Roll call continued: Kasler, yes; Dailey, yes. The motion <br />passed with six yeas and one nay. Ordinance No. 2002-191 adopted as amended. <br />Ordinance No. 2002-192 introduced by Mayor Musial was given its second reading. An <br />ordinance establishing a new and revised Chapter 1321 of the Codified Ordinances <br />entitled "Permit and Inspection Fees" and declaring an emergency. Councilman McKay <br />moved for suspension of the rule requiring three readings. The motion was seconded by <br />Councilman Limpert and passed unanimously.
