Council Minutes of 12/17/2002 <br />pipeline for next year, which is about nine returns. Two of the returns are following the <br />2001 rules and the rest are following the 2002 rules as far as estate tax relates. This will <br />help for next year's appropriations process. <br />4) There are two temporary appropriations before Council this evening, and she <br />understands that one will be tabled. One of them needs to be passed this evening. If by <br />chance there are other issues that potetrtially the mayor vetoes, Council should plan on <br />meeting to deal with that veto before the end of the year because she needs a temporary <br />submitted to the budget commission by December 29. This is what authorizes her to <br />expend monies in 2003, and there is a payroll on January 2 for which the actual money <br />will be wired out by December 30 to make the payroll deadline. Any actions taken must <br />be resolved by December 29. <br />5) She wishes Council a blessed holiday season and a healthy and happy new year. <br />Councilman Gareau asked the Law Director for clarification on Council's action with <br />regard to a mayoral veto. Law Director Dubelko answered that, if a veto occurs, Council <br />action would not take place until the next regular meeting of Council which is scheduled <br />for January 7. <br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Monday, December 9. In attendance were committee members Kasler, Limpert <br />and McKay; Mayor Musial, Law Director Dubelko, Finance Director Copfer, <br />Councilman Gareau. The following items were discussed: <br />Ordinance 2002-184, an ordinance to make appropriations for current expenses and <br />other expenditures for the City of North Olmsted for the year ending December 31, <br />2003. This legislation provides for the current expenses and for the first three months <br />of 2003. Discussion followed in regard to the salary of directors hired in 2002 with <br />some of the pays being at the top of the salary range. This matter was not resolved <br />and may result in future amendments. Other amendments in the legislation include <br />General Services increase to $175,000. Line item for salt, cinders and chloride <br />increased to $134,000. Line items reduced include street lighting by $34,291. Slab <br />repair reduced by $242,235. These line items were reduced, and the funds came from <br />the borrowing on projects in 2002. The money was not used and cannot be <br />transferred to other projects. It was the committee's desire that the money be used to <br />reduce the city's deficit. Two committee members recommended approval. <br />Ordinance 2002-185, an ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for they year ending <br />December 31, 2002. Amendments include the Finance Department operations <br />increasing by $1,500. Senior citizen program was reduced by $2,000. In the Division <br />of Aging, building and equipment was increased by $2,000. Emergency Central <br />Dispatch decreased by $1,200. Under the Division of Building, administration was <br />decreased $3,000; inspection and staffing was decreased $7,000. The Division of <br />Fire, operations was increased by $7,000; building and equipment was increased by <br />$500. The Division of Police, staffing was increased by $5,650; operations was <br />increased by $2,500. The Division of General Service, operations was reduced by <br />$21,000.
