Insurance was reduced by <br />$9,400. Operations was reduced by $7,600. Springvale wages was increased by <br />$4,450; operations was decreased by $11,650; organization was decreased by $900; <br />buildings and equipment was increased by $4,100. Emergency Medical Services was <br />increased by $3,000. Permanent Improvement line item was increased by $21,000. <br />The Solid Waste Management was increased by $21,000. Tn.ist and Agency was <br />increased by $220,000. The total is $64,759,432. The committee recommended <br />approval. <br />^ Condition of the General Fund which appears to be short in 2003 by $2,300,000. The <br />Mayor presented five solutions which could be used separately or together to solve <br />the problem. They include: increase the income tax; lower the amount of income tax <br />credit; shorten the work week; no pay increase in 2003; layoffs. The committee <br />requested the Mayor to provide a written list and prioritize the items. <br />2) The Finance Committee met again on Tuesday, December 10. Present were <br />committee members Limpert, McKay; Councilman Gareau; Mayor Musial, Law Director <br />Dubelko, Service Director Creadon, Waste Water Treatment Plant Superintendent <br />Nichols, Systems Supervisor Binggeli, and several employees. The following was <br />discussed: <br />^ Ordinance 2002-189, which is an ordinance establishing and fixing the compensation <br />for the Council-at-Large members for the term of office commencing January 1, 2004 <br />through December 31, 2007. Effective January 1, 2004 through December 31, 2004, <br />there is no change with the salary remaining at $11,104. Effective January 1, 2005 <br />through December 31, 2005, no change. Effective January 1, 2006 through <br />December 31, 2006, the pay will increase by 2% to $11,326. Effective on January 1, <br />2007 through December 31, 2007, the pay will increase again by 2% to $11,553. The <br />committee recommended approval. <br />• Ordinance 2002-190, an ordinance repealing Section 171.07 of the Administrative <br />Code entitled "Secretary to the Housing CounciUTax Incentive Review Council" and <br />amending Section 135.021 of the Administrative Code entitled "Assistant Director" <br />so as to transfer the duties of the Housing Council Tax Incentive Review secretary to <br />the Assistant Director of Finance. The purpose of this ordinance is to eliminate the <br />position of part time secretary of the Housing Council/Tax Incentive Review <br />Committee and transfer those duties to the Assistant Finance Director who is full- <br />time, on salary and also increases the salary range of the Assistant Finance Director. <br />The committee recommended approval. <br />^ Ordinance 2001-191, an ordinance creating a new and revised city salary range <br />ordinance in order to remove the salary range for the position of secretary to the <br />Housing CounciUTax Incentive Review Council; to increase the salary range for the <br />position of Assistant Finance Director to reflect the additional duties imposed upon <br />that position as a result of the elimination of the position of secretary to the Housing <br />CounciUTax Incentive Review Council and transfer the duties of the same to the <br />Assistant Director of Finance; and otherwise re-establish the rates of compensation <br />5 <br />
