The committee recommended <br />approval. <br />Ordinance 2002-192, an ordinance establishing a new and revised Chapter 1321 of <br />the Codified Ordinances entitled "Permit and Inspection Fees" and declaring an <br />emergency. It is necessary to increase the licensing and inspection fees to generate <br />sufficient funds to cover the increased costs of these services. The committee <br />recommended approval. <br />Ordinance 2002-197, an ordinance authorizing the transfer of one additional storm <br />sewer employee from the Service Department to the Waste Water Treatment section <br />of the Public Works Division and further authorizing the payment of wages from the <br />Sewer Revenue Fund and declaring an emergency. Mr. Nichols explained that it has <br />been beneficial to have the ditch crews under his control because he can complete the <br />needed work in a more expedient manner. The addition of an extra person will <br />provide him with an extra crew~:wo workers per crew-instead of having one crew <br />of three employees. Transfer of the four persons to his department will not cause an <br />increase in the sewer rates. The committee recommended approval. <br />Ordinance 2002-200, an ordinance creating a new and revised city salary range <br />ordinance in order to clarify that certain non-bargaining unit employees listed in the <br />city salary range ordinance may be subject to the applicable provisions of the federal <br />Fair Labor Standards Act, receive compensatory time off in lieu of paid overtime <br />compensation for the city's various administrative and legislative personnel and <br />otherwise re-establishing the rates of compensation for various administrative and <br />legislative personnel. This ordinance would not pay overtime to salaried workers <br />who are exempt from the federal Fair Labor Standards Act. However, it would allow <br />them to compensatory time off to be taken by a policy established by the Mayor. <br />This ordinance will be held in committee until a policy is established by the Mayor, <br />and Council will review it. <br />Ordinance 2002-201, a resolution directing the Auditor of Cuyahoga County to pay to <br />the City of North Olmsted during the year 2003 ali monies due and owing said city <br />from any collection source. The committee recommended approval. <br />Councilwoman Kasler asked the Mayor if the list of proposals for addressing the deficit <br />as distributed by the Mayor was the prioritized list. Mayor Musial said the prioritization <br />and the recommended solution is a work in progress. It will be available within a week. <br />Councilman Limpert, member of the Finance Committee gave a minority report: 1) He <br />was the dissenting vote from removing $240,000 of slab repair money from the <br />temporary appropriation. Though nearly a quarter of a million dollars may sound like a <br />considerable amount of money, at current interest rate, that has less than a $5,000 impact <br />on the General Fund per year. There are areas of the city that definitely need those <br />dollars and more than those dollars. Residents in those areas deserve that work, and are <br />entitled to it as other areas of the city have received this work.
