__ :~~ <br />Council Minutes of 12/3/2002 <br />Ordinance No. 2002-181 introduced by Mayor Musial was given its second reading. An <br />ordinance amending Section 1501.1502 of the Municipal Income Tax Code to establish a <br />penalty for the late filing of city income tax returns and to increase the minimum <br />penalties for the late payment of city income taxes, and declaring an emergency. <br />Ordinance No. 2002-183 introduced by Councilman Gareau on behalf of the Mayor was <br />given its second reading. An ordinance amending Ordinance No. 98-140, as previously <br />amended by Ordinance No. 2000-29, so as to increase the program fee for participants in <br />the city's Community Diversion program, in order to address an anticipated decrease in <br />funding from the County for the city's program for the year 2003, and declaring an <br />emergency. <br />Ordinance No. 2002-184 was introduced and placed on first reading by Mayor Musial, <br />An ordinance to make appropriations for current expenses and other expenditures for the <br />City of North Olmsted for the year ending December 31, 2003. <br />Ordinance No. 2002-185 was introduced and placed on first reading by Mayor Musial. <br />An ordinance to make and transfer appropriations for cuttent expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2002. <br />Ordinance No. 2002-186 was introduced and placed on first reading by Councilman <br />Nashar. An ordinance providing far the amendment of the Zone Map of the City of <br />North Olmsted by changing the zoning of an approximately 5.5-acre vacant parcel of <br />land, known as Permanent Parcel Number 237-19-002, located south of Brookpark Road <br />and east of Columbia Road, and the site of the proposed Rockwynd single family cluster <br />development, from One Family Residence District to Single Family Cluster District. <br />Resolution No. 2002-187 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Director of Public Service to advertise for bids for the <br />purchase of a maximum of 35,000 gallons of sodium aluminate for atwelve-month <br />period, for use by the Wastewater Treatment Plant for phosphate removal, and <br />authorizing the Mayor to corrtract for same. <br />Resolution No. 2002-188 was introduced and placed on first reading by Councilman <br />Miller. A resolution encouraging the Congress to pass Senate Bill No. 2935 which would <br />allow local health departments to apply for financial assistance directly to the centers for <br />disease control under the Mosquito Abatement for Safety and Health Act, and declaring <br />an emergency. <br />Ordinance No. 2002-189 was introduced and placed on first reading by Council members <br />McKay, Gareau, $asler, Miller and Nashar. An ordinance establishing and fixing the <br />compensation for Council-at-Large members for the term of office commencing January <br />1, 2004 through December 31, 2007 and declaring an emergency. <br />12 <br />
