Council Minutes of 11/19/2002 <br />the library our position regarding this issue and discuss it with them as opposed to <br />making a guarantee that we wouldn't have to pay for possible change orders should this <br />happen. He does not know if the library is going to do anything about that because Mr. <br />Lambert is right there are no consequence to it. Mr. Miller noted that the Service <br />Director did indicate that, should there be any change orders in relationship to problems <br />such as Mr. Lambert mentioned, that they would look at engineering errors and <br />omissions. Councilman Nashar moved for adoption, and the motion was seconded by <br />Councilman Limpert. Roll call: Nashar, yes; Limpert, yes; Kasler, yes; McKay, yes; <br />Dailey, yes, commenting that, while there has been some concern that this project has <br />moved slowly, he disagrees and feels that we are right where we should be. With this <br />being one of the first major construction projects using public dollars that he has been <br />able to work on in his time in office, he would like to thank his colleagues who have <br />asked the tough questions and demanded the answers, especially our at-large members. <br />Roll call continued: Gareau, yes; Miller, yes. The motion passed unanimously. <br />Resolution No. 2002-1 SO adopted. <br />Ordinance No. 2002-160 introduced by Mayor Musial was given its second reading. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2002. <br />Councilman McKay moved for suspension of the rule requiring three readings. The <br />motion was seconded by Councilman Gareau and passed unanimously. Councilman <br />McKay moved for adoption. The motion was seconded by Councilman Gareau and <br />passed unanimously. Ordinance No. 2002-1b0 adopted. <br />Resolution No. 2002-161 introduced by Mayor Musial and the entire Council was given <br />its second reading. A resolution accepting the amounts and rates as determined by the <br />Budget Commission and authorizing the necessary tax levies and certifying them to the <br />County Auditor. <br />Resolution No. 2002-162 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor to enter into a third interim agreemem with the City of <br />North Royalton, Ohio, for the stabilization and disposal of biosoiids generated by the <br />North Olmsted Wastewater Treatment Plant, and declaring an emergency. <br />Ordinance No. 2002-163 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Director of Public Service to sell a certain 1997 Buick LeSabre <br />owned by the city, and determined to now be surplus property, by public auction. <br />Ordinance No. 2002-1 b4 introduced by Councilman Gareau on behalf of himself and <br />Council members Kasler, Miller, McKay and Nashar was given its second reading. An <br />ordinance amending Section 171.07 of Chapter 171 of the Administrative Code of the <br />City of North Olmsted, entitled "Secretary to Housing Council/Tax Incentive Review <br />Council," in order to provide better accountability for services rendered to the city and <br />for compensation received by the employee holding the position, and declaring an <br />emergency. <br />24 <br /> <br />
