Council Minutes 21/6/2002 <br />with Mr. Baxter the concerns that Council and the administration have regarding <br />attendance. Everyone was comfortable with Mr. Baxter as far as his ability to attend <br />and also his ability to fill this seat. He has been a resident of the city since 1975 and <br />is presently treasurer and past-president of the Westpazk/Forest Ridge Civic <br />Association, vice-president of the North Olmsted Softball Association, member of the <br />finance commission of St. Richard's Church, past coach of both boy's and girl's <br />softball teams and currently has the energy to participate in North Olmsted men's <br />softball. Mr. Miller moved that Council approve the appointment of Norman Baxter <br />to the Recreation Commission for the term ending December 31, 2005. The motion <br />was seconded by Mr. Nashar and passed unanimously. <br />~ Shannon Hoff Smith for a position on the Planning Commission to complete the term <br />of Steven Asseff which will end December 31, 2002. The committee discussed <br />attendance concerns as well as training and ability to read blueprints. Currently, no <br />one on the Commission is professionally trained in the reading of blueprints. <br />However, Mrs. Smith did explain that, as a realtor and involved in new construction, <br />she does review some blueprints. She has been involved in the construction of <br />Bellwether, Horizon and in both of those projects she's had to read blueprints. Her <br />concerns for the city involve aesthetics and property values and working out different <br />conflicts with developers. The committee unanimously recommended Mrs. Smith. <br />Mr. Miller moved to approve the appointment of Shannon Hoff Smith to the Planning <br />Commission for the term ending December 31, 2002. The motion was seconded by <br />Mr. Gareau and passed unanimously. <br />Councilman Gareau, chairperson of the Recreation, Public Pazks and Buildings <br />Committee: 1) The Recreation Committee met on October 22. Present were committee <br />members Dailey, Limpert and Gareau; Safety Director Jesse, Law Director Dubelko, and <br />Recreation Department employee Betsy Drenski. The committee discussed Ordinance <br />2002-157, which authorizes the Mayor of the City of North Olmsted to enter into a <br />contract with Mr. Jeff Mazshall to provide services to the city as the ice skating co- <br />ordinator at the North Olmsted Rec Center. Ms. Drenski presented a brief history of this <br />contract, and she noted that negotiations with Mr. Marshall have been on-going for <br />several months and may go back as far as February of 2002. In the absence of a contract, <br />Mr. Marshall continued to provide services to the city as the ice skating co-ordinator and <br />has done so since July without a contract. The contract being discussed will cover the <br />time period of July 1, 2002 through September 1, 2003. Because he was working <br />without a contract, he had not been paid; nevertheless, he continued to work. The amount <br />due Mr. Marshall is approximately $5,000. Ms. Drenski reported that Mr. Marshall has <br />been skating for over 25 years. His job with the city requires him to do many things- <br />training instructors, organizing classes, teaching classes and actually participating in <br />advertising and promotion of the skating programs. Mr. Miller believed and agreed that <br />the skating program was improved and has become a very visible and improved program <br />over the years. He had several questions, one was whether Mr. Marshall's contract <br />required the city to undergo a summer skate program which is fairly new. Mr. Miller was <br />concerned with whether or not the high maimenance and high cost associated with <br />keeping summer ice would have to necessarily continue given the language in this <br />contract.
