Council Minutes 11/6/2002 <br />the legislation was being passed under suspension of the rules, President Pro Tem Miller <br />invited members of the audience who wished to speak about the ordinance to come <br />forward: <br />Deborah McNeeley, 6226 Pebblebrook, representing RTA, thanked the Council and <br />the Mayor's office for their efforts with regard to the Park N-Ride and the perpetual <br />easement on the roadway. RTA does intend to complete the barriers and <br />landscaping, weather permitting. She will take back to RTA, Council's concerns <br />regazding the left turn lane and the potential traffic congestion in that area. <br />Someone from RTA will contact the city tomorrow regarding these concerns. <br />Councilman McKay moved for adoption of Ordinance No. 2002-159. The motion was <br />seconded by Councilman Dailey and passed unanimously. Ordinance No. 2002-159 <br />adopted. <br />Ordinance No. 2002-160 was introduced and placed on first reading by Mayor Musial. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2002. <br />Resolution No. 2002-161 was introduced and placed on first reading by Mayor Musial on <br />behalf of himself and the entire Council. A resolution accepting the amounts and rates as <br />determined by the Budget Commission and authorizing the necessary tax levies and <br />certifying them to the County Auditor. <br />Resolution No. 2002-162 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor to enter into a third interim agreement with the City <br />of North Royalton, Ohio, for the stabilization and disposal of biosolids generated by the <br />North Olmsted Wastewater Treatment Plant, and declaring an emergency. <br />Ordinance No. 2002-163 was introduced and placed on first reading by Mayor Musial. <br />An ordinance authorizing the Director of Public Service to sell a certain 1997 Buick <br />LeSabre owned by the city, and determined to now be surplus property, by public <br />auction. <br />Ordinance No. 2002-164 was introduced and placed on first reading by Councilman <br />Gareau on behalf of himself and Council members Kasler, Miller, McKay and Nashar. <br />An ordinance amending Section 171.07 of Chapter 171 of the Administrative Code of the <br />City of North Olmsted, entitled "Secretary to Housing CounciUTax Incentive Review <br />Council," in order to provide better accountability for services rendered to the city and <br />for compensation received by the employee holding the position, and declaring an <br />emergency. <br />Resolution No. 2002-165 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Mayor and Director of Finance to compensate Lisa Thomas, <br />former Director of Pubic Safety, for 99.5 hours of accumulated and unused compensatory <br />time, on a moral claim basis, and declaring an emergency. <br />19 <br />
