• ~ Council Minutes 11/6/2002 <br />Ordinance No. 2002-166 was introduced and placed on first reading by Councilman <br />~~ Gareau. An ordinance creating new Section 139.07 of the Administrative Code, entitled <br />"Background Checks Required for Contractors of Division of Parks and Recreation," in <br />order to promote the safety and welfare of children using the city's park and recreation <br />facilities, and declaring an emergency. <br />Resolution No. 2002-167 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor of the City of North Olmsted to enter into a renewal <br />agreemenrt with the Department of the Navy for the lease of two (2) EA.AN/PVS-5 night <br />vision goggles to be used by the North Olmsted Police Department, and declaring an <br />emergency. <br />Resolution No. 2002-168 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor of the City of North Olmsted to enter into a <br />settlement agreement with ld Bak„ retired Fire Chief far the City of North Olmsted, and <br />declaring an emergency. Councilman McKay asked the Mayor why the exhibit was not <br />attached to the ordinance. Law Director Dubelko said it would be provided to Council. <br />Resolution No. 2002-169 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor of the City of North Olmsted to enter into three <br />agreements with SBC Ameritech for sixty-month terms in order to provide data line <br />services currently used by the Police Department, the North Olmsted Municipal Bus <br />Line, and the Waste Water Treatment Plant, at a reduced rate, and declaring an <br />emergency. <br />Resolution No. 2002-170 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor of the City of North Olmsted to enter into an <br />agreement with Ramsey & Associates Personnel Management, Inc., to provide testing <br />services to the civil Service Commission in connection with the Fire Chief promotional <br />examination, and declaring an emergency. Mayor Musial asked Council to consider <br />passage under suspension of the rules as there was a time problem associated with the <br />testing of the candidates for the Fire Chief position. Councilman Gareau moved for <br />suspension of the rules requiring three readings and committee review, and the motion <br />was seconded by Cauncilwornan Kasler. Roll call Gareau, yes; Kasler, yes; Dailey, yes; <br />Limpert, yes; McKay, asked if the money for the testing had been returned to the Civil <br />Service Commission line item. Mayor Musial said it was included in the transfer <br />ordinance, 2002-160. Mr. McKay voted yes. Roll call continued: Miller, asked if there <br />would not be required subsequent testing for Lieutenants and other positions and should <br />those tests be given at the same time as the Chief's test. Law Director Dubelko said the <br />Civil Service Commission is currently looking at the Fire Chief's exam right now. The <br />tests are different for Lieutenant and Fire Chief and different companies may have <br />specialized areas of expertise for each type of test. He is aware that the Commission is <br />looking at doing the Lieutenant test early next year once the vacancies are created. Mr. <br />McKay said he was aware, as a past member of the Civil Service Commission, that the <br />tests do have to be held separately. Mr. Miller voted yes.
