Council Minutes of 10/1/2002
~.. result of the event. The city is putting an emphasis on making sure that the storm
drainage channels are being cleaned and maintained, and this is one of the favorable
aspects of the three individuals that were assigned to the Wastewater Treatment Plant to
conduct that particular activity. It indicates that we are slightly ahead of the curve in this
particular area.
7) His administrative assistant Mary Creation was instrumental in arranging an extension
to the parking conrtract with RTA at the Great Northern parking center. The lease expires
on October 31, and she secured an extension until November 8 at no additional charge to
RTA or the city. Hopefully, the Park-n-Ride facility will be open before that date of
November 8.
8) On September 28, he participated at a Toys-R-Us event honoring safety forces. Our
fue fighters were in attendance along with the fire truck and the emergency rescue squad
vehicle. Again, excellent public relations for the City of North Olmsted.
9) On September 29, he participated with the Columbia Road Baptist Church on a service
and presentation concerning 9/11 and recognition in honor of our safety/security armed
forces. Representatives included an individual from the Cleveland Police Department, a
retired North Olmsted fire fighter and a prisoner of war. They and their colleagues were
recognized for their valor and willingness to lay down their lives for others.
10) He is continuing his evaluation of the rdsumes and individuals regarding the open
Service Director position. Wherein originally he suggests that he would select the top
few and request a further evaluation by a team of directors, he has decided to make the
f nal decision himself.
Councilman Nashar asked the Mayor when the demolition of the properties at the new
library site would be completed. Mayor Musial said the city was moving forward with
the demolition contract, but it may have to be amended because the conditions have
changed with regard to the two homes that were burned in the fire fighter training
exercise. The demolition contractor has been selected and, as soon as this issue is
resolved, the demolition will move forward.
Councilman Gareau noted that at the last meeting a discussion was held regarding the
Bradley Road sidewalks, and the Mayor had indicated that the costs involved may exceed
what was originally anticipated. As a follow up, he asked the Mayor to report on that
issue. This project was originally funded out of the General Fund, and that will probably
not be an option for next year. if not, consideration may need to be given to it as a
borrowed project. Mayor Musial said he concurred with Mr. Gareau and noted that he
and the City Engineer had driven past the area recently. It was obvious to them that it
was not the type of task that is easily going to be accomplished by in-house personnel.
He has been in contact with the Metroparks and talked to them about putting in access to
the existing all-purpose trail whereby they would construct an elevated fine gravel path as
a prelude to the asphalt surface. The fine stone path would be brought out to the
boundary line of the Bradley Woods reservation so that, when the sidewalk in North
Olmsted is constructed, the path would terminate at the right time and right place.
Councilman Gareau asked if an estimate of cost had been done. Mayor Musial said no,
but the Engineering Department is currently making an assessment of cost. He plans to
bring an ordinance to Council for authorization to go out far bids on the project. Also,
2
