Council Minutes of 10/1/2002
lengthy, and the Mayor did inquire as to whether or not, if the dollar amount was
amended from $125 to $250, would this issue go away.
Councilman Gazeau said he had indicated that he would submit questions regarding the
flag pole issue to the Mayor. He did direct those questions to the Mayor, and the
questions were answered to his satisfaction. The Mayor indicated that, to the best of his
knowledge, no city vehicle was used during this episode and the person who removed the
flag pole was not on the clock at the time.
Mayor Musial noted that the gentleman did use his own van in transporting the pole back
to his residence. With regard to the question of the value going up to $250 from $125, he
was trying to find out whether the price was the issue. Subsequently, he found out from
Councilman Gazeau that he had some valid points to make. He took those to heart and
did some investigation and contacted Mr. Gateau with the results of that investigation.
Councilman Gateau said he also spoke to Police Chief Ruple who was not aware that any
police officer was involved in this incident. He looked into the matter as to how the
police "escorted" this person home with the flag pole. He learned that the police officer
was not aware of any of the possible improprieties that may have been involved in taking
the flag pole, but simply did it because he could see that the flag pole extended an unsafe
distance beyond the edge of the vehicle. He followed that person home to make sure that
there were no safety issues. The chief was disheartened to hear that anyone would have
the impression that a member of his staff would be giving an escort home to somebody
who may be in the possession of ill-gotten gains.
Councilman Nashar, chairperson of the Building, Zoning and Development Committee:
1 j The committee met on Tuesday, September 24. Present were committee members
Gateau, McKay and Nashar; Councilmen Limpert and Miller; Mayor Musial, City
Engineer Deichmann. Agenda items were as follows:
Linder & Associates, which is part of the Water Tower Square, located at 4958 Dover
Center Road. Representing Linder & Associates was Mr. Khoury and Mr. Davidson.
The proposal is to replace the existing building (formerly one of North Olmsted's
famous restaurants known as Heller's) with a new 6,100 square foot office building.
The same material and colors will be used to match the architectural style and design
of Water Tower Square. The material will be a cream colored split-faced brick
masonry all around the building, the coping will be red aluminum azound the top with
a beige accent. The main entrance of the building will be on the west side facing the
Water Tower Square complex. There will be an access off of Dover Center Road and
Water Tower Square into the shopping center. There aze currently four curb cuts off
of Dover Center Road which will be reduced to only one. The landscaping will be
quite extensive with a three foot mound along Dover Cetrter Road. It was
recommended that this mound be moved closer west to the building. In addition,
three pin oak trees will be planted on the south side of the building. There will be a
buffer of approximately 30 feet from the neighboring building, and the pin oaks will
be approximately 1 S foot on center. There will be five 20 foot light poles, box-type
7
