An ordinance authorizing and directing Don Copeland, Director of the <br />Department of Human Resources, to make application on behalf of the City of North <br />Olmsted for Community Development Block Grant funds for the fiscal year 2003 for two <br />projects titled Property/Facility Improvements For The Horizon Activities Centers - <br />Early Intervention Center and Americans With Disabilities Act Improvements To The <br />Front Entrance Of North Olmsted City Hall and declaring an emergency. <br />Ordinance No. 2002-135 was introduced and placed on first reading by Councilman <br />Gareau on behalf of the entire Council and the Mayor. An ordinance repealing Section <br />533.05 of the General Offenses Code of the City of North Olmsted entitled <br />"Importuning," and declaring an emergency. Councilman Gareau moved for suspension <br />of the rules requiring three readings and committee review and noted the legislation had <br />been discussed in caucus. The motion was seconded by Councilwoman Kasler and <br />passed unanimously. Councilman Gareau moved for adoption. The motion was <br />seconded by Councilman Miller.
