Council Minutes of 9/3/2002 <br />to recommend passage of this ordinance under suspension of the rule. It was also agreed <br />that the issue of charging a fee for placing over-the-road banners, as had been previously <br />discussed, could be presented under a separate ordinance if the Mayor, administration, <br />sponsor or others wish to do so. <br />LETTERS AND COMMUNICATIONS <br />A letter was received from Mel and Helen Leeb and Mike and Sue Tackas asking that the <br />following letter to the Mayor be read: "Deaz Mayor Musial: We, the residents of Laurell <br />Woods Development, are shocked, surprised and dismayed at the continuing deterioration <br />our community is experiencing due to the failure of our City to provide necessary <br />maintenance, replacement, and repair, and to cite those individuals who fail to maintain <br />even a semblance of decor and pride in their yazds and homes. As you can see from the <br />enclosed photographs, taken within the past 30 days, instead of repair and replacement, <br />our streets have been subjected to continued cold patch treatments which last, at best, a <br />few days, then resume further deterioration. Our streets and curbs aze a continuous field <br />of craters and patchwork quilt. In addition, after waiting 25+ years to have street lights <br />installed in our development to provide a safe environment for both residenrts and guests <br />alike, the City has failed to return, as promised, to restore our tree lawns to their former <br />condition before the lights were installed. Consider the light installed across from the <br />Laurell Lane/Lisa Lane corner, which has never been hooked up and still provides a dark <br />haven at night for unwelcome dangers. The continued lack of response by the City of <br />North Olmsted to provide the services for which we pay considerable taxes, has only <br />served to reduce the values of our homes in spite of our efforts to keep up the investments <br />we have made over the last 30 years. This situation leaves others, who move into our <br />community, with a definite lack of pride in their properties as evidenced by the pictures. <br />At one entrance to our development, we have a home left vacant for over two years, <br />hosting overgrown grass and shrubbery. The other entrance to our development sports a <br />home where the grass clippings are left over the streets and sidewalks and the lawn is cut <br />only when the grass grows over 12 inches. Others have allowed lawns to grown unkempt <br />and weeds to sprout in excess of 2 feet. No citations have ever been issued to any of <br />these units to remedy the conditions. And who can blame them for their actions when the <br />city cares even less about our properties. On numerous occasions, broken beer bottles <br />and cans have been left spread over the entrance streets to our development. Obviously, <br />the perpetrators feel we don't care anyway. From fall leaves and dead tree branches <br />never picked up urrtil after the snow flies, to snow plows which tear up our streets and <br />curbs, the city which we moved to all those years ago, with anticipation of continued <br />pride and growth, has fallen far short. Our community is now a source of embarrassment. <br />We have enclosed for your comparison, some pictures from our companion development, <br />where your honor resides, which are in direct contrast to that of our own. We feel we <br />have been more than patient. It is time to restore our neighborhood to its former pride. <br />We look to hear from you very soon on how and when the city will rectify this very sad <br />situation. In anticipation of a speedy response, we will delay forwazding a copy of this <br />correspondence on to the Sun Herald and the Westlife.
