Council Minutes of 8f20/20t12 <br />Resolution No. 2002-121 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the payment of sixteen thousand dollars ($16,000} to the Fraternal <br />Order of Police, Ohio Labor Council, Inc. for distribution to specific officers of the <br />NOPD and in consideration of the settlement of grievances under the collective <br />bargaining agreement and declaring an emergency. <br />Resolution No. 2002-109 was introduced and placed on first reading by Mayor Musial. <br />A resolution adopting the budget of the City of North Olmsted for the fiscal year <br />beginning January 1, 2003, and submitting the same to the County Auditor, and declaring <br />an emergency. <br />Resolution No. 2002-123 was introduced and placed on first reading by Councilman <br />Nashar. A resolution urging the Ohio General Assembly to study the traffic safety risks <br />associated with elderly drivers in Ohio, and to consider changes to the State's drivers <br />license laws as they relate to drivers over the age of 80 years, and declaring an <br />emergency. <br />Ordinance No. 2002-124 was introduced by Mayor Musial. An ordinance amending <br />Chapter 1317 of the Building Code entitled "Registration and Licensing of Contractors." <br />Ordinance No. 2002-125 was introduced and placed on first reading by Mayor Musial. <br />An ordinance amending Section 373.05, 373.06, 373.08, and 373.15, and repealing <br />Section 373.07 and 373.10 of Chapter 373 of the Traffic Code, entitled "Bicycles and <br />Bicycle Registration," in order to better facilitate the issuance of bicycle licenses by the <br />Police Department, and to improve bicycle safety in the city and declaring an emergency. <br />Resolution No. 2002-126 was introduced and placed on first reading by Councilman <br />Miller on behalf of the Mayor and entire Council. A resolution designating September <br />11th of each year as Safety Forces Appreciation Day in the City of North Olmsted, <br />encouraging the Congress of the United States to designate September 11th of each year <br />as National Safety Forces Appreciation Day, and declaring an emergency. Councilman <br />Limpert made a motion to amend Resolution No. 2002-126 by replacing "each" year with <br />"this" year. The motion was seconded by Councilman Dailey. (Councilman Limpert's <br />comments included his belief that the resolution made September 11th North Olmsted <br />Safety Forces Day from here to eternity and authorized the Clerk of Council to forward a <br />request to the United States Congress to do the same nationally. During caucus he had <br />requested that the rules requiring three readings not be suspended because he had extreme <br />objections to making something like this permanent when so many people have mixed <br />emotions. He believes a committee meeting should take place to discuss whether to <br />make this resolution permanent or not. He recognizes the need for healing, but there are <br />enemies of our nation who consider the attacks of September 11, 2001 a great victory. <br />Some people believe that by recognizing this date by stopping productivity of our nation <br />it could be considered a further victory. He asked that Council not move forward until <br />this issue was further discussed. Everyone appreciates the work of our safety farces and <br />every day should be an appreciation day for them, so why not make it some other day? <br />19 <br />
