Council Minutes of 8/20/2002 <br />LETTERS AND COMMUNICATIONS <br />The following letter was received from Victor and Linda Comgan: "Deaz Council <br />Members, it has come to our attention that there aze efforts underway to repeal ordinance <br />311.03 (toys & vehicles in street) and 311.04 (games in street). My wife and I feel that <br />this would be a grievous error in judgement and would compromise the safety of all <br />residents on Jacqueline Lane. There are several families on Jacqueline Lane who do not <br />supervise their adolescent children. At times the pazents are not even home leaving the <br />children unattended and running rampant through the streets. The result has been several <br />neaz accidents. Some examples are: <br />^ A child riding a tricycle into the side of my wife's moving vehicle. <br />^ Children laying in the street and not moving when a vehicle approaches. <br />^ Children on skateboards and bikes playing `chicken' with oncoming vehicles. <br />^ Twice I have had to stop my vehicle and verbally request the gang to move so I could <br />enter my own driveway. <br />We have tried, in vain, to reason with the pazents. Our only recourse has been to call the <br />police. This has resulted in children screaming obscenities, obscene nonverbal gestures <br />and vandalism of my mailbox. However, there have not been any accidents! I know this <br />action is promulgated by two city employees (prosecutor O'Malley and police officer <br />Scullin) who are residents of Jacqueline Lane. It is interesting that two employees who <br />aze paid to enforce the law would rather revoke one! I sincerely hope that City Council <br />will not compromise the safety of our children by eliminating an established law and our <br />only recourse. If this ordinance is repealed the street will become an unsupervised <br />playground saturated with belligerent children. In closing, we request that City Council <br />does not change the existing ordinances. We would prefer the city be more diligent <br />enforcing the existing ordinance which will inhibit accidents and unsupervised chaos." <br />Law Director Dubelko noted he had eazlier in the meeting reported to Council that it is <br />not the recommendation of the Law Department to repeal these ordinances which prohibit <br />kids from playing in the streets, but instead to strengthen them by removing the <br />exceptions for play streets. <br />AUDIENCE PARTICIPATION <br />Don Pangrac, 234'70 Shazon Drive spoke about several issues: <br />1. He is concerned about the transfers taking place to the Wastewater Treatment Plant. <br />Water has been a pet project of his, and he hopes that this does not impact on the city <br />water and sewer rates. He would like the city to explore the issue about adding the <br />water rates to the property tax bill so that people who itemize would get a deduction <br />on their federal taxes. <br />2. Asked if there has been any progress on North Olmsted buying water from Avon <br />Lake. Mayor Musial said a meeting which had been scheduled with the mayor of <br />Avon Lake had to be canceled, and he is trying to reschedule for the first week in <br />September. <br />9 <br />
