Council Minutes of 8/6/2002 <br />Division of Fire was able to showcase its new engine (E-2) which went into active <br />service later in the month. <br />2) Also, the July Fourth weekend brought over 90 soccer teams from around the country <br />to play in the annual NOSO Soccer Tournament. <br />3) Springvale opened on August 1. The lower party area was paved, a fence was erected <br />around the tables and the party room was set up as a temporary clubhouse. <br />4) The Park-n-Ride construction commenced last month. <br />5) The traffic light at Driscoll and Dover Center is on schedule to be in operation before <br />the start of school. The light itself will be in operation, but the timing mechanism will be <br />in operation subsequently. At this time, it will not be tied into the traffic light at the <br />intersection of Great Northern extension and Dover Center Road. But the traffic light to <br />permit the people to ingress and egress from Driscoll and Cottonwood Trail and Dover <br />Center Road will be operational. <br />Councilman Nashar noted that he had received phone calls from residents saying that the <br />schools are eliminating busing within a mile radius. Consequently, parents are concerned <br />for the safety of their children because of the layoff of some school crossing guards. <br />Mayor Musial commented that there are some instances where crossing guards will not <br />be in operation this year. This is being done in conjunction with the Police Department. <br />However, he was informed this evening that the school system is extending its operation <br />of the buses into some of the areas to accommodate those areas where school crossing <br />guards will not be in existence. <br />Councilman Nashar asked the Mayor if the sidewalk project on Bradley Road would be <br />completed this year. Mayor Musial answered that the project may or may not be done, <br />depending upon the financial situation of the city in the next two months or so. <br />Law Director Dubelko: 1) On behalf of the administration and members of AFSCME in <br />the audience, he welcomed City Council back from vacation. <br />2) The following is a chronological list of the high points of what he and the Law <br />Department have accomplished since the last regular Council meeting: <br />^ June 20, he met with the Safety Director and Fire Chief Bak regarding the Chief s <br />decision to go on administrative leave and retire. <br />^ June 22, he distributed legal opinion No. 2002-13 on a subject that had been raised by <br />members of Council regarding the permissible length of term of municipal contracts. <br />^ July 4, he and other city officials, served as a judge for the bicycle decorating contest. <br />^ July 5, he prepared and distributed legal opinion No. 2002-14 on the subject of <br />whether or not a lead mechanic in the Service .Department could serve as acting <br />foreman under the union contract. <br />^ July 8, he prepared and distributed legal opinion No. 2002-15 on the subject of the <br />city's compensatory time off policy. This updated a 1979 legal opinion given by <br />retired Law Director Michael Gareau. <br />^ July 11 and 12 he and Assistant Law Director O'Malley attended the Ohio Municipal <br />Attorney's Association Annual two-day seminar in Columbus.
