Council Minutes of 6/18/2002 <br />Ordinance No. 2002-95 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Mayor to enter imo a one-year agreement with the West Group <br />for the purpose of providing Internet-based services to the city Law Department, and <br />declaring an emergency. Mayor Musial noted that this ordinance must be in place for <br />summer research projects and that it will not increase the total appropriations of the Law <br />Department. Councilwoman Kasler moved for suspension of the rules requiring three <br />readings and committee review. The motion was seconded by Councilman Nashar and <br />passed unanimously. Councilwoman Kasler moved for adoption. The motion was <br />seconded by Councilman Nashar and passed unanimously. Ordinance No. 2002-95 <br />adopted. <br />Ordinance No. 2002-96 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the expenditure of one hundred nunety thousand dollars ($190,000) <br />to purchase the real property known as a portion of Permanent Parcel Number 236-11- <br />017, for a portion of the proposed roadway leading to the future GCRTA Park-n-Ride <br />facility, and declaring an emergency. Mayor Musial noted that the construction is <br />imminent, and the award of the co~rtract is to occur immediately as per the Greater <br />Cleveland Regional Transit Authority officials at their meeting of today. Councilman <br />McKay moved for suspension of the ntles requiring three readings and committee review. <br />The motion was seconded by Councilman Gareau and passed unanimously. Ordinance No. 2002-96 adopted. <br />Ordinance No. 2002-97 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Director of Public Service to advertise for bids for the new <br />North Olmsted branch library site demolition contract as detailed in the plans and <br />specifications on file in the office of the Director of Public Service, further authorizing <br />the Mayor to conrtract for the same, and declaring an emergency. Mayor Musial <br />commemed the legislation needed to be passed in order to stay on target with the timeline <br />that was agreed to between the city officials and library officials. The city intends to go <br />out to bid by the end of July so that in August a contract can be awarded to begin <br />demolition in September. Councilman Gareau moved for suspension of the rules <br />requiring three readings. The motion was seconded by Councilwoman Kasler and passed <br />unanimously. Councilman Gareau moved for adoption. The motion was seconded by <br />Councilman Miller and passed unanimously. Ordinance No. 2002-97 adopted. <br />Ordinance No. 2002-98 was introduced and placed on first reading by Councilman <br />Gareau.. An ordinance repealing Ordinance No. 2002-20, which provided for the <br />submission to the voters of a Charter amendment regarding interim director <br />appointments, and declaring an emergency. Councilman Gareau explained this ordinance <br />repeals Ordinance 2002-20 which was passed with a procedural error, and Ordinance <br />2002-99 will be the substitute for Ordinance 2002-20. Councilman Gateau moved for <br />suspension of the rules requiring three readings and committee review. The motion was <br />seconded by Councilwoman Kasler and passed unanimously.
