Council Minutes of 6/18/2002 <br />Ordinance No. 2002-99 was introduced and placed on first reading by Councilman <br />Gareau. An ordinance providing for the submission to the electors of the City of North <br />Olmsted of an amendment to Article III (The Mayor) of the Charter of the City of North <br />`' Olmsted to authorize elected first-term mayors to make imerim director appointments, <br />and declaring an emergency. <br />Ordinance No. 2002-100 was introduced and placed on first reading by Councilman <br />Dailey on behalf of himself and Councilman Limpert. An ordinance providing for the <br />submission to the electors of the City of North Ohnsted of an amendment to Article III, <br />Section 5(a) of the Charter of the City of North Olmsted in order to eliminate the Charter <br />requirement that the Mayor obtain the concurrence of two-thirds of the Members of <br />Council prior to removing from office the Director of Public Service, the Director of <br />Public Safety, the Director of Human Resources, or the heads of any other city <br />departments or divisions created by Charter and appointed by the Mayor, and declaring <br />an emergency. <br />Ordinance No. 2002-101 was introduced and placed on first reading by Mayor Musial. <br />An ordinance amending Section 701.02 (Permit Issuance) of Chapter 701 of the Business <br />Regulation Code entitled "Traveling Public Shows or Carnivals," in order to require <br />operators of traveling shows and carnivals to carry and maintain an increased amount of <br />liability insurance coverage, and declaring an emergency. Mayor Musial explained this <br />ordinance needs to be in place for businesses that will be pulling permits for <br />Homecoming. The salient feature is it will increase the personal liability limit to <br />$1,000,000 from the current $300,000. Councilwoman Kesler moved for suspension of <br />the rules requiring three readings and committee review. The motion was seconded by <br />Councilman Nashar and passed unanimously. The motion was seconded by Councilman Nashar and passed unanimously. <br />Ordinance 2002-101 adopted. <br />Ordinance No. 2002-102 was introduced and placed on first reading by Councilman <br />Gareau. An ordinance creating new Section 533.15 of the General Offenses Code to <br />define the offense of invasion of privacy and to provide criminal sanctions for such <br />offense. <br />Ordinance No. 2002-103 was introduced and placed on first reading by Mayor Musial. <br />An ordinance repealing Ordinance Nos. 94-148 and 2000-37, establishing a new fee and <br />charges schedule for the rendering of emergency medical services and ambulance <br />transportation by the City of North Olmsted, and declaring an emergency. <br />Ordinance No. 2002-104 was introduced and placed on first reading by Mayor Musial. <br />An ordinance amending Chapter 177 of the city Administrative Code entitled <br />"Community Access," in order to establish nonpublic forums, permitting community <br />organizations to access the City Hall web site for the purpose of positively promoting the <br />welfare and development of North Olmsted, and further to allow access to two specific <br />changeable copy signs owned and operated by the city for the purpose of announcing <br />community events, and declaring an emergency. <br /> <br />17 <br />
